S.B. 56, as amended by the House Appropriations Committee, amends K.S.A. 74-9902 to create staggered terms for the African American Advisory Commission. The bill ends the terms of members appointed before July 1, 1999 on June 30, 2000. Members appointed in calendar year 2000 would serve three years if appointed by the President or Minority Leader of the Senate; two years if appointed by the Speaker or Minority Leader of the House; and one year if appointed by the Governor.





Background



The original S.B. 56 addressed the appointment of members of the University of Kansas Hospital Authority. The original bill prohibited members of the Board of Directors from exercising any power, duty, or function prior to their confirmation by the Senate or until authorized by the Confirmation Oversight Committee. Provisions of that bill have been included in S.B. 324.



The Division of the Budget indicates that the bill would have no fiscal impact.
