SESSION OF 1999

SUPPLEMENTAL NOTE ON SENATE BILL NO. 34

As Recommended by Senate Committee on

Education

Brief(1)

S.B. 34 repeals seven statutes pertaining to the now defunct Minimum Competency Assessment program.

Background

S.B. 34 is one of 11 bills (S.B. 27 through S.B. 37) introduced by Senator Emert at the suggestion of the State Department of Education to remove from the books certain statutes that have become obsolete, have expired, or contain outdated provisions of education law.

The State Department of Education reports that this program has been abandoned in favor of the current assessment program that is focused on high performance. The current program responds in major degree to provisions contained in another law (K.S.A. 1998 Supp. 72-6439).

According to the State Department of Education, the bill has no fiscal consequences.
