S.B. 31 repeals a statute that mandated school districts by no later than July 1, 1974 to establish approvable special education programs for children with developmental disabilities.
Background
S.B. 31 is one of 11 bills (S.B. 27 through S.B. 37) introduced by Senator Emert at the suggestion of the State Department of Education to remove from the books certain statutes that have become obsolete, have expired, or contain outdated provisions of education law.
The Kansas Special Education for Exceptional Children Act requires the provision of special education services to all exceptional children (including gifted).
The State Department of Education reports that the bill has no fiscal consequences.
