S.B. 25 would allow the University of Kansas Hospital Authority to construct, repair, or renovate buildings on state owned property of the University of Kansas Medical Center without specific legislative authorization. The Hospital Authority would still be required to obtain prior approval of the State Board of Regents and the Secretary of Administration, as well as presenting the projects for review to the Joint Committee on State Building Construction.

Background

S.B. 25 was introduced by the Joint Committee on Oversight of the University of Kansas Hospital Authority. The bill is intended to address the situation where renovations are required to property owned by the University of Kansas Medical Center but leased by the University of Kansas Hospital Authority. The bill parallels authority granted to university endowment associations for construction projects on state property.

Representatives of the University of Kansas Medical Center and the University of Kansas Hospital Authority appeared in support of the bill. There were no opponents. The Division of the Budget indicates that the bill would have no fiscal impact.
