S.B. 10 would amend K.S.A. 79-201c to provide property tax exemptions for sailboards and pickup truck shells.





Background



The bill was supported by the Kansas County Appraisers Association, whose representative testified that low-valuation items such as sailboards and pickup truck shells provided administrative difficulties for county appraisers. He testified that counties are required under current law to spend resources tracking down and valuing such low-valuation property, only to have the items generate a tax bill of less than $5, which is not collected.



The fiscal impact on school finance and state building funds attributable to the narrowing of the property tax base is thought to be minimal, though no fiscal note was provided by the Department of Revenue or Division of the Budget.
