As amended by the Senate Committee, H.B. 2877 authorizes the sale or disposition of several pieces of real estate and authorizes the Secretary of the Department of Social and Rehabilitation Services (SRS) to enter into certain leases. Specific provisions of the bill include the following:







Background



The bill, as introduced, included only the authorization for the Board of Regents to sell the farm property in Scott County, Kansas, which had been conveyed to the University upon the death of the owner. The Senate Committee amended the remaining sections into the bill.



The authorization for the Board of Regents to sell the property in Lawrence is also included in H.B. 2992. This property is located at 7th and New Hampshire Streets in Lawrence and currently houses part of the continuing education program.



The farm property located in Stafford County was willed to Winfield State Hospital in 1947 and has been leased since that time. The property in Salina is the Salina Rehabilitation Center, which is scheduled to close before the end of FY 1998. The State of Kansas received this land in the late 1950s when Schilling Air Base in Salina closed.



The final Senate Committee amendment relates to real estate known as Sappa Park in Oberlin, Kansas. The land had been owned by the state and used as a lake and park area, but was deeded to the City of Oberlin in 1969. The conveyance of the property reserved the mineral rights to the predecessor agency of the Department of Wildlife and Parks, and required that the land remain open for free public recreation, including hunting. The quitclaim deed authorized by the bill would remove those restrictions.
