H.B. 2738 would amend a section of law which requires that a vendor of liquefied petroleum gas give a purchaser full credit for the unused liquid remaining in a container being exchanged or refilled. The bill would make an exception to this requirement in those cases where an exchange of a container occurs and the container is delivered to the vendor by the purchaser.





Background



Proponents of the bill indicated that the purpose of the bill was to address the exchange of liquefied petroleum gas cylinders from barbeque grills at convenience stores and other places where consumers exchange a cylinder for a full one. They also indicated that there was no way to give a consumer a credit for any remaining gas in the cylinder. Proponents included a representative of the Propane Marketers Association of Kansas and Ferrellgas of Topeka.
