H.B. 2559 repeals statutes that authorize cities of the first class operating under the commission form of government to appoint certain officers, set qualifications for these officers, and provide for their removal.
The bill also repeals statutes authorizing cities of the first class to create municipal parking authorities which have the authority to condemn land and to issue bonds for such purposes.
Background
The bill was recommended by the 1997 Special Committee on Governmental Organization. The Committee studied the issue of the cleanup of local government statutes by repealing obsolete statutes which are no longer needed or made obsolete by the granting of home rule powers to cities and counties.
