S.B. 641 amends the Kansas Code for Care of Children to clarify that child abuse and neglect reports and records include audio and video tape statements of victims or witnesses made by or at the direction of the Department of Social and Rehabilitation Services (SRS) or a law enforcement agency are confidential.





Background



The bill was supported by the Johnson County District Attorney, a representative of Sunflower House in Johnson County, and others. Proponents said the bill would clarify that video and audio reports made by trained forensic interviewers who work for child advocacy groups such as Sunflower House at the request of SRS and law enforcement agencies would be treated as confidential material.



The bill has no fiscal impact on the state.
