S.B. 16, as amended, would repeal the requirement for one more performance audit of the Kansas Highway Patrol's Motor Vehicle Program, as mandated by 1996 S.B. 662.

Background

S.B. 16 was recommended by the Legislative Post Audit Committee. S.B. 662, enacted by the 1996 Legislature, requires three annual performance audits of: (1) the Highway Patrol's Motor Vehicle Program, and (2) the Department of Revenue's Vehicle Information Processing (VIPS) and Computer-Assisted Mass Appraisal (CAMA) Systems. The first two annual audits of the Highway Patrol program have been completed. After the first audit of the Highway Patrol was completed, at a cost of $28,000 to the Patrol, the Post Audit Committee decided that the Legislature's concerns could be addressed by one audit, and that additional audits probably were not warranted. The Post Audit Committee then recommended that S.B. 16 be introduced to repeal the requirement for two additional audits of the Patrol, at an estimated cost of $20,000 each.

S.B. 16 was not enacted by the 1997 Legislature and the second annual audit was conducted at a cost of about $20,000. The Post Audit Committee again recommended that S.B. 16 be enacted to repeal the requirement for the third annual audit.

The fiscal impact of S.B. 16 will be the avoidance of an additional expenditure of $20,000 for the third audit.

The House Committee amendments are technical in nature.
