SENATE CONCURRENT RESOLUTION No. 1609
A Concurrent Resolution urging the United States department of
agriculture to enter
into an agreement with the state of Kansas in which landowners who
discover sericea
lespedeza on CRP lands are not penalized.
WHEREAS, Sericea lespedeza is a prevalent, destructive,
noxious
weed which has established itself on more than 500,000 acres in the
state
of Kansas; and
WHEREAS, The secretary of agriculture for the state of
Kansas has
been given the authority to declare counties sericea lespedeza
disaster
areas; and
WHEREAS, Many people in the state of Kansas are
unfamiliar with
sericea lespedeza, its destructive abilities and how to identify
it; and
WHEREAS, When federal employees discover sericea
lespedeza on
Kansas landowners' CRP lands, the landowner is penalized without
first
having the opportunity to attempt to control this noxious weed:
NOW,
therefore,
Be it resolved by the Senate of the State of Kansas, the
House of Rep-
resentatives concurring therein: That the United States
department of
agriculture be urged to enter into an agreement with the state of
Kansas
to avoid penalizing Kansas landowners who discover sericea
lespedeza on
CRP lands without first being given the opportunity to control the
noxious
weed.
Be it further resolved: That the Secretary of
State be directed to send
an enrolled copy of this resolution to the United States secretary
of ag-
riculture and to each member of the Kansas congressional
delegation.
