HOUSE BILL No. 2159
An Act relating to vehicles; concerning the registration of
certain vehicles;
amending K.S.A. 8-1,134 and repealing the existing
section.
Be it enacted by the Legislature of the State of Kansas:
Section 1. K.S.A. 8-1,134 is hereby
amended to read as follows: 8-
1,134. (a) Except as provided in subsection (d), each motor
vehicle, trailer
or semitrailer owned or leased by any city, county, township
or school
district of this state or by any agency or instrumentality of any
city, county
or township and used exclusively for governmental or school
district pur-
poses and not for any private purposes, which is not otherwise
exempt
from registration, shall be registered for a fee established by
rules and
regulations adopted by the secretary of revenue, except that such
fee shall
not exceed the actual cost of such registration. Such registration
shall be
permanent in nature and designed in such a manner as to remain with
a
vehicle for the duration of the life span of the vehicle, the
duration of the
lease or until the title is transferred to an owner who is
not a city, county,
township or school district.
(b) License plates issued for city,
county, township or school district
vehicles shall be distinctive and shall contain the words city,
county, town-
ship or school district and there shall be no year date
thereon.
(c) Each city, county, township or school
district shall file an annual
report with the division of vehicles identifying such vehicle
registered
under this section.
(d) Vehicles registered under this
section which are used for utility
purposes shall be issued license plates as prescribed by subsection
(b),
except that such license plates shall be issued for periods of five
years,
but shall be required to pay all license fees imposed pursuant to
K.S.A.
8-143, and amendments thereto, as though such vehicles were
registered
annually. The secretary of revenue shall design decals to be
affixed to
such license plates containing the word utility and the date the
registration
is to expire.
(e) The secretary of revenue shall adopt
rules and regulations nec-
essary to carry out the provisions of this act.
Sec. 2. K.S.A. 8-1,134 is hereby repealed.
Sec. 3. This act shall take effect and be in force
from and after its
publication in the statute book.
