Be it resolved by the Senate of the State of Kansas, the House of Rep- resentatives concurring therein: That the State Corporation Commis- sion is requested to submit to the Legislature, on or before January 15, 1996, by filing with the Secretary of the Senate, the Clerk of the House of Representatives and the chairperson and ranking minority member of each the Senate and House Committees on Energy and Natural Re- sources, a report on the Commission's authority to regulate natural gas gathering lines under the provisions of chapter 66 of the Kansas Statutes Annotated; and
Be it further resolved: That the State Corporation Commission is re- quested to:
(1) Open one or more generic dockets to study the need for regula- tion of natural gas gathering lines;
(2) take administrative notice of the testimony taken by the Special Committee on Energy and Natural Resources during 1995 on Proposal No. 26, regarding natural gas gathering systems;
(3) provide all members of the Senate and House Committees on Energy and Natural Resources with the following: (A) Before any hearing held on such docket, notice of the time, place and subject of the hearing and a list of all persons notified of the hearing, including, if applicable, who those persons represent; and (B) after any hearing held on such docket, a list of all persons who testified at the hearing, including, if applicable, who those persons represented, and a synopsis of the hearing prepared by the Commission's staff; and
(4) submit to the Legislature, on or before March 1, 1996, by filing with the Secretary of the Senate, the Chief Clerk of the House of Rep- resentatives and the chairpersons and ranking minority members of the Senate and House Committees on Energy and Natural Resources, the Commission's findings and recommendations regarding regulation of nat- ural gas gathering lines; and
Be it further resolved: That the Secretary of State transmit an en- rolled copy of this resolution to the chairperson of the State Corporation Commission. [j82]House February 5, 1996 [j82]Senate January 22, 1996
