                                                Creator of the earth and all that's in it, we bow now before you in sheer wonderment of
                                                your awesome power and of your unfathomable love for us.

                                                    Thank you for allowing us another day to serve you, our families, and the people of this
                                                great land.

                                                    We know from scripture and history that the difference between godly greatness and
                                                human mediocrity is full submission to you and your will. Lord, you know that these
                                                leaders face many tough challenges. When the solutions to issues don't seem so black and
                                                white in their correctness, may they seek and submit to your will.

                                                    Today, I ask for 3 blessings for each leader:

                                                    Bless them with wisdom from on high. Give them a measure of the wisdom you afforded
                                                King Solomon that they may make noble decisions.

                                                    Bless them with a measure of the strength you gave to Judge Samson, that they would
                                                have abundant physical, mental, and emotional energy to excel at the task of governing.

                                                    Bless them with a measure of the grace you bestowed upon King David, especially when
                                                he failed. Help them to be humble and to fully rely on you instead of only upon the
                                                talents you've blessed them with.

                                                    Guide them and lead them today.

CONSIDERATION OF MOTIONS TO CONCUR OR NONCONCUR
 On motion of Senator Praeger the Senate nonconcurred in the House amendments to
SB 190 and requested a conference committee be appointed.

 The Vice-President appointed Senators Praeger, Salmans and Steineger as a conference
committee on the part of the Senate.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
 Senators Morris and Umbarger introduced the following Senate resolution, which was
read:

      SENATE RESOLUTION No. 1818--

A  RESOLUTION congratulating and commending Warren Weibert and
U.S. Premium Beef.
      WHEREAS,  The National Cattlemen's Foundation, Inc. in cooperation with Bayer
Animal Health present a Vision Award to the top six innovators in the beef industry and
one national award winner; and

      WHEREAS,  These awards are presented to beef industry leaders who have taken
innovative steps to improve the beef industry by focusing on consumer demand and for
having the courage to adapt to a changing marketplace; and

      WHEREAS,  The beef industry is the largest segment of the Kansas agriculture economy
and of vital importance to the state's overall economic well-being; and

      WHEREAS,  Warren Weibert of Oberlin, Kansas, was selected as one of the six regional
winners for the innovative steps he has taken in the operation of the 38,000 head Decatur
County Feed Yard; and

      WHEREAS,  U.S. Premium Beef of Kansas City was selected as one of the six regional
winners and was also selected as the national award winner for its vision to vertically integrate
and move the cattle industry from a commodity business to a value-added, consumer-driven
industry; and

      WHEREAS,  The state of Kansas should continue to encourage these types of innovative
efforts, including the formation of alliances with other industry segments: Now, therefore,

      Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
Warren Weibert and U.S. Premium Beef for being selected by their peers as the most
innovative beef producers in the United States and winners of the beef industry's Vision
Award.

      Be it further resolved: That the Secretary of the Senate be directed to provide nine
enrolled copies of this resolution to Senator Morris.

 On emergency motion of Senator Morris SR 1818 was adopted unanimously.

 Senator Morris introduced guests of the Senate, award recipient Warren Weibert,
accompanied by Steve Hunt, CEO U.S. Premium Beef and Henry Gardiner, Board Member
of U.S. Premium Beef.
