 The Senate was called to order by Vice-President Alicia L. Salisbury.

 The roll was called with thirty-eight senators present.

 Senators Biggs and Oleen were excused.

 Invocation by Chaplain Fred S. Hollomon:

     Heavenly Father,

     We legislators all expect

 Our opponents to get mad.

 It's when our supporters get upset

 That we start feeling bad.

     No matter what we try to do,

 Opponents think it's never right.

 While supporters seem to always think

 Everything is black or white.

     How much easier it would be

 If all issues were clear cut.

 Then we could always use our brains

 Instead of voting with our gut.

     So many controversial bills

 Have things we love and things we hate.

 That is why it's sometimes hard

 Just to simply legislate.

     Please help the voters understand

 Things just don't work that way.

 They don't always come in black or white,

 But in several shades of gray!

     And surely they have noticed, Lord,

 As we bow our heads to pray,

 It's because they're seldom black or white

 That WE are turning gray!

     I pray in the Name of Christ,
