 The Senate was called to order by Vice-President Alicia L. Salisbury.

 The roll was called with forty senators present.

 Vice-President Salisbury introduced as guest chaplain, Father Mark Goldasich, Pastor of
Scared Heart Catholic Church, Tonganoxie, Kansas, and editor of The Leaven, newspaper
of the Archdiocese of Kansas City, Kansas, who delivered the invocation:

   Lord God, today we gather in your name at the beginning of this Senate session. We take
a moment out from our crammed and hectic schedules to place all things in perspective, to
catch our breath, collect our thoughts, and still our hearts.

   We gather on this Groundhog Day and admit that more often than not, we're like that
little creature. Faced with all the demands of life, we too want to hide away, burrow under
the ground, close ourselves off from what we're called to do. And like the groundhog, we
seem to concentrate only on our shadows, on the darker sides of our lives and world.

   When we're inclined to see only the things that we haven't done or the times we've failed
others, remind us that there's another side to life. Help us to turn from the shadows and
instead face your light. Help us to relish the brightness of your grace and the warmth of
your love.

   Lord, bless these senators and the work you have called them to accomplish this day.
Help them to carry on when they feel like giving up; to sit calmly when they feel like throwing
up their arms in frustration; to be understanding when nothing seems to make sense; to
listen when they'd rather not hear; and to share the mantle of leadership, because sharing
is necessary to ease the load.

   Help them this day not only to see the shadows but the light as well, and to know that
anything is possible, because you make it so. Amen.

 The Vice-President announced the above report is on file in the office of the Secretary
of the Senate and is available for review at any time.

MESSAGE FROM THE HOUSE
    Announcing passage of HB 2598, 2622, 2660

 Also, passage of House Substitute for SB 244, as amended.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS
   HB 2598, 2622, 2660 were thereupon introduced and read by title.

REPORTS OF STANDING COMMITTEES
 Committee on Transportation and Tourism recommends SB 404 be passed.

 Committee on Ways and Means recommends SB 24 be amended on page 1, in line
15, by striking ``1998'' and inserting ``1999'';

      In the title, in line 10, by striking ``1998'' and inserting ``1999''; and the bill be passed as
amended.

 Also, SB 159, 209, 210, 276, 289 be not passed.
