 The Senate was called to order by President Dick Bond.

 The roll was called with thirty-seven senators present.

 Senators Corbin, Harrington and Jones were excused.

 Invocation by Chaplain Fred S. Hollomon:

         Heavenly Father,

         Tomorrow we celebrate our state's 139th birthday anniversary.

       William Frank Zornow in his history of Kansas tells of how the pioneers who crossed
      the Missouri river in the 1850's were certain that the geographical conditions of Kansas
      were the same as those of the Garden of Eden.

       Now that, O Lord, may sound ridiculously funny to the so-called exotic states of
      Colorado, Florida, and California. And even we long term residents who through the
      years have had to battle droughts, floods, blizzards, and tornadoes, may have some doubts
      about Kansas being the Garden of Eden.

       On the other hand we have stood awe-struck at the blazing beauty of Kansas sunsets,
      marveled at the miles of waving wheat, gazed in fascination at the peaceful scenes of
      cattle grazing on the undulating Flint Hills, reveled in the rich history of the developing
      West, and recall with pride the Kansas celebrities like Eisenhower, Earhart, White,
      Parks, Curtis, and Capper  .  .  .  It is then that we realize that there is something about
      this place in the heart of America that has captured our hearts.

       Bless this land, O God, ``where the buffalo roam, where the deer and the antelope
      play. Where seldom is heard a discouraging word, and the sky is not cloudy all day.''

         Bless it in the Name of Christ,

 The following petition was presented, read and filed:

   SP 2, by Senator Dwayne Umbarger: A petition opposing casino gambling at the pari-
mutuel racetracks, signed by Elaine Daly and 79 other citizens of Kansas.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
 Senators Praeger and Biggs introduced the following Senate resolution, which was read:

    SENATE RESOLUTION No. 1806--

  A RESOLUTION in memory of Reynolds Shultz.
   WHEREAS, Former Kansas Lieutenant Governor Reynolds ``Ren'' Shultz died January
24, 2000, at age 78; and

   WHEREAS, Reynolds Shultz was elected to the Kansas Senate in 1964 and 1968 and
was elected Lieutenant Governor in 1970. He was appointed as director-at-large of the
Farmers Home Administration in 1974 but resigned to assist in the re-election of Senator
Bob Dole. He also worked in the successful campaign of 2nd District Congressman Jim
Jeffries; and

   WHEREAS, Reynolds Shultz was active in various civic and community organizations
including the Lawrence Chamber of Commerce, Jefferson County Historical Society, Jef-
ferson County Extension Service, Jefferson County 4-H, clerk of the local school board and
as a member of the board of governors for the Agricultural Hall of Fame; and

   WHEREAS, Reynolds Shultz served in the U.S. Marine Corps during World War II
earning the Purple Heart and Presidential Unit Citation medals for service in the Marshall
Islands and Saipan; and

   WHEREAS, Reynolds Shultz married Donna L. Thompson in 1941. After her death in
1985 he married Judy Nelson Mansfield; she survives. Other survivors include a son, Guy
Shultz; two daughters, Michele Ann Fate and Jennie Washburn; two stepsons, Curt Mans-
field and Brian Mansfield, plus 12 grandchildren and 3 great-grandchildren: Now, therefore,

   Be it resolved by the Senate of the State of Kansas: That we honor Reynolds Schultz for
his service to the state of Kansas and extend our deepest sympathy to his family; and

   Be it further resolved: That the Secretary of the Senate be directed to provide an enrolled
copy of this resolution to Mrs. Reynolds Shultz, 668 Wellmen Road, Lawrence, Kansas
66044

   On emergency motion of Senator Praeger SR 1806 was adopted unanimously.
