 The Senate was called to order by President Dick Bond.

 The roll was called with thirty-six senators present.

 Senators Corbin, Downey, Harrington and Lawrence were excused.

 Invocation by Chaplain Fred S. Hollomon:

         Heavenly Father,

           Flip Wilson, playing Geraldine,

       would never say ``I blew it.''

       When she would sin she'd always say,

       ``The devil made me do it.''

           But now we hear about a boy

       Who used the Internet

       To warn the kids at Columbine,

       ``It isn't over yet!''

           His attorney is defending him

       With a novel explanation:

       The young man is suffering from

       ``Internet Intoxication.''

           It seems that he was mesmerized

       By a character on the net,

       And he really didn't do it,

       It was his hero's threat.

           Somehow this seems to open up

       Endless opportunities

       For criminals to be set free

       Granted full immunity.

           Adam and Eve should not receive

       Any condemnation.

       The problem was a fruit tree.

       That caused intoxication.

           And David's reputation

       Should not suffer defamation.

       He just had a case of

       Bathsheba Intoxication

           And of course old Judas

       Deserves exoneration.

       Thirty pieces of silver

       Was his intoxication.

           Somehow I think when You, O God,

       Examine this new defense,

       You might judge that Geraldine

       Made a lot more sense!

           I pray this in the Name of the One

       Whose judgement is tempered by mercy,

       not by loopholes.

           AMEN

PRESENTATION OF PETITIONS
 The following petition was presented, read and filed:

   SP 1, by Senator Dave Kerr: A petition asking the House of Representatives and Senate,
as well as the Governor of Kansas to pass and sign a law designating the Square Dance as
the State Folk Dance of Kansas, signed by Carl Tucker and 20 others of Hutchinson, Kansas.

 The following bill was introduced and read by title:

   SB 467, An act relating to telecommunications; eliminating revenue neutrality require-
ments for switched access rate rebalancing; amending K.S.A. 1999 Supp. 66-2005, 66-2007,
66-2008 and 66-2009 and repealing the existing sections; also repealing K.S.A. 1999 Supp.
66-2012, 66-2013 and 66-2016, by Committee on Commerce.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
 Senators Hensley, Barone, Becker, Biggs, Bleeker, Bond, Brownlee, Clark, Corbin, Don-
ovan, Downey, Emert, Feleciano, Gilstrap, Gooch, Goodwin, Hardenburger, Harrington,
Huelskamp, Jones, Jordan, Kerr, Langworthy, Lawrence, Lee, Morris, Oleen, Petty, Prae-
ger, Pugh, Ranson, Salisbury, Salmans, Steffes, Steineger, Stephens, Tyson, Umbarger,
Vidricksen and Vratil introduced the following Senate resolution, which was read:

    SENATE RESOLUTION No. 1805--

  A RESOLUTION congratulating and commending James W. Woods.
   WHEREAS, James W. Woods, the sergeant-at-arms for the Kansas Senate, recently re-
ceived the John Everhardt ``Trooper'' Award from the National Legislative Services and
Security Association; and

   WHEREAS, The National Legislative Services and Security Association is an organization
of sergeants-at-arms, security personnel, state police and support services staff of the nation's
state legislatures; and

   WHEREAS, The Trooper Award is given to long-standing members of the National
Legislative Services and Security Association who have shown outstanding professionalism
and integrity; and

   WHEREAS, James W. Woods has worked for the legislature since 1985 and has been
the Senate sergeant-at-arms since 1989. He has been a member of the National Legislative
Services and Security Association since 1990 and its treasurer since 1996: Now, therefore,

   Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
James W. Woods upon receiving this award recognizing his service to the state of Kansas
and to the national sergeant-at-arms organization; and

   Be it further resolved: That the Secretary of the Senate be directed to provide an enrolled
copy of this resolution to James W. Woods.

   On emergency motion of Senator Hensley SR 1805 was adopted unanimously.

 Senator Hensley and members of the Senate congratulated and commended Jim Woods
on his national recognition with a standing ovation.

 Committee on Assessment and Taxation recommends SB 377 be passed.

 Committee on Public Health and Welfare begs leave to submit the following report:

   The following appointment was referred to and considered by the committee and your
committee recommends that the Senate approve and consent to such appointment:
