 The Senate was called to order by President Dick Bond.

 The roll was called with thirty-six senators present.

 Senators Corbin, Harrington, Langworthy and Oleen were excused.

 Invocation by Chaplain Fred S. Hollomon:

         Heavenly Father,

         As we complete the first week with our minds on all that has happened, it is easy to
      forget some things which need to be remembered and to hang on to things which need
      to be forgotten.

         Help us to forget the insults, the bruises, the defeats, the disappointments, and the
      losses.

       Don't let us forget those who love us,

        those who cannot help us,

        those who help us and want nothing in return

       Don't let us forget to thank those who don't expect thanks,

        to take time to watch the sunset

        Take a walk

        listen to the birds

        get enough sleep

        and to pray.

       Don't let us forget how to laugh with those who laugh and weep with those who weep.

         I guess what I'm asking You, O God, is to not let us get so busy doing what we're
      supposed to do that we forget to be who we're supposed to be.

         I ask this in the Name of Christ,

         AMEN

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
 The following bills were introduced and read by title:

   SB 413, An act concerning school district finance; relating to the counting of pupils
attending kindergarten; amending K.S.A. 1999 Supp. 72-6407 and repealing the existing
section, by Committee on Education.

 SB 414, An act concerning school districts; requiring the teaching of the Spanish lan-
guage, by Committee on Education.

 SB 415, An act concerning school district high schools and students thereof; requiring
participation in a community service program for graduation, by Committee on Education.

 SB 416, An act regulating traffic; concerning the use of safety belts; penalties; amending
K.S.A. 8-2503 and 8-2504 and repealing the existing sections, by Committee on Judiciary.

REFERENCE OF BILLS AND CONCURRENT RESOLUTIONS
 The following bill and resolution were referred to Committees as indicated:

   Assessment and Taxation: SCR 1629.

 Financial Institutions & Insurance: SB 412.

MESSAGE FROM THE HOUSE
 Announcing passage of HB 2607.
 Also rejection of SB 31, 56; Substitute SB 80; SB 129, 131; House Substitute for SB
156; SB 252.
 The House nonconcurs in Senate amendments to Substitute HB 2322, requests a con-
ference and has appointed Reps. Holmes, Sloan and McClure as conferees on the part of
the House.
 The House announces the appointment of Rep. Adkins to replace Rep. Phill Kline as a
conferee on SB 39.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS
 HB 2607 was thereupon introduced and read by title.

ORIGINAL MOTION
 On motion of Senator Ranson, the Senate acceded to the request of the House for a
conference on Sub HB 2322.

 The President appointed Senators Ranson, Clark and Barone as conferees on the part of
the Senate.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
 Senator Biggs introduced the following Senate resolution, which was read:

    SENATE RESOLUTION No. 1803--

  A RESOLUTION congratulating and commending Sister Jane Albert Mehrens upon her
retirement as Director of Catholic Community Services in Leavenworth.
   WHEREAS, Sister Jane Albert Mehrens left her home state of Montana and entered the
Sisters of Charity of Leavenworth in 1955. Later, she earned a degree in elementary edu-
cation at St. Mary College in Leavenworth; and

   WHEREAS, Sister Jane Albert taught in elementary schools in the West and the Kansas
City area for 32 years, including St. Ann's in Prairie Village and St. Patrick's in Kansas City,
Missouri. She motivated her students to become actively involved in social issues of the
poor and the needs of their communities; and

   WHEREAS, In July, 1989, Sister Jane Albert became Director of Catholic Community
Services in Leavenworth. For the past eleven years she has been a leader and an advocate
of the poor, the homeless and those in need. She initiated a special project founding four
transitional housing sites in Leavenworth, two of which are at the Veterans Administration
Center; and

   WHEREAS, Sister Jane Albert has been a friend, a supporter and a collaborator with
many helping organizations in the area, including, Mother to Mother, the Salvation Army,
the Assistance Center, the Alliance Against Family Violence, and the St. Vincent Clinic. Her
new mission will be to care for her mother in Denver, Colorado: Now, therefore,

   Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
Sister Jane Albert Mehrens, SCL, for her 43 years of generous and creative leadership in
education and in the service of others; and

   Be it further resolved: That the Secretary of the Senate be directed to provide five enrolled
copies of this resolution to Senator Biggs.

   On emergency motion of Senator Biggs SR 1803 was adopted unanimously.

   On motion of Senator Emert the Senate adjourned until 2:30 p.m., Tuesday, January 18,
2000.
