the Speaker.

INTRODUCTION OF ORIGINAL MOTIONS
 On motion of Rep. Glasscock, the House acceded to the request of the Senate for a

 On motion of Rep. Glasscock, the House acceded to the request of the Senate for a

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
 The following bill was thereupon introduced and read by title:

   HB 3047, An act concerning lotteries; relating to the powers and duties of the Kansas
lottery; providing for the consolidation of certain gaming operations; amending K.S.A. 74-
8701, 74-8702, 74-8704, 74-8708 and 74-8711 and K.S.A. 1999 Supp. 19-101a, 74-8710, 74-
8718, 74-8719, 74-8723 and 74-8810 and repealing the existing sections; also repealing
K.S.A. 1999 Supp. 19-101j, by Committee on Appropriations.

By Committee on Utilities


A  RESOLUTION requesting the State Corporation Commission assemble the Kansas En-
      ergy Task Force to conduct a study and evaluation regarding energy and energy policy
      and submit a report and recommendations to the Legislature and Governor.

     

      Be it resolved by the House of Representatives of the State of Kansas: That the State
Corporation Commission be requested to assemble the Kansas Energy Task Force to con-
duct a study regarding energy and energy policy, which task force would be staffed by the
Commission staff and would include the following members: One member of the commis-
sion staff, who shall serve as chairperson of the task force; one member representing inves-
tor-owned electric utilities; one member representing electric cooperatives; one member
representing municipal electric utilities that generate electricity; one member representing
oil producers; one member representing gas producers; one member representing oil refin-
ers and pipelines; one member representing gas pipelines and compressor operators; one
member representing generators of electricity from renewable energy; one member rep-
resenting the citizens' utility ratepayer board (CURB); four members representing the gen-
eral public; one member who is an economist from an institution under the State Board of
Regents; one member representing the Kansas Geological Survey; and one member rep-
resenting Kansas, Inc.; and

      Be it further resolved: That the Kansas Energy Task Force be requested to study, eval-
uate and make recommendations regarding the following:

      (a) The price of retail petroleum products as it relates to: Differences across the state
in supply and price; the relationship of the retail price of petroleum products to the whole-
sale crude oil price; the impact of fluctuations in crude oil prices on Kansas production and
on Kansas and federal petroleum policies; the impact of Kansas petroleum industry on the
Kansas economy; and the effect that a rise in motor fuel prices has on overall prices of
consumer goods; and

      (b) the price of natural gas and natural gas products, including federal regulation of
wellhead prices, as it relates to: The Kansas economy; long-term prospects for Kansas pro-
duction; the impact on Kansas of federal natural gas policy encouraging electric generation
from natural gas; differences in federal policies regarding pass-through of state taxes on
natural gas and coal; and means by which Kansas consumers may secure access to a greater
percentage of Kansas natural gas;

      (c) impediments to construction of electric generation and transmission facilities; the
impact of electricity prices on consumption and conservation practices; and statewide dif-
ferences in electric prices;

      (d) the role of renewable energy sources and producers in meeting Kansas' energy needs
and helping meet the objectives of the federal Clean Air Act;


      (e) forecasting of state energy consumption needs and production prospects for the
years 2001 through 2010;

      (f) the role of energy conservation in relation to anticipated Kansas production and
prospective consumption;

      (g) the need for a state energy resource database tracking Kansas energy production
and consumption;

      (h) the need for and development of a coordinated energy policy for the state; and

      (i) such other related issues as the task force identifies; and

      Be it further resolved: That the Kansas Energy Task Force be requested to submit a
report of its study, evaluation and recommendations to the Legislature and Governor on or
before January 8, 2001.

CHANGE OF CONFEREES
 Speaker pro tem Mays announced the appointment of Rep. Nichols as a member of the
conference committee on SB 389 to replace Rep. Reardon.
