      of integrity and wisdom. May their words during deliberations and decision making
      be kind, clear and respectful.

EXPLANATION OF VOTE
 Mr. Speaker: On HB 2621, I vote no. KSA 58-2309a mandates that when a debt secured
by a mortgage is paid, the mortgagee or assignee shall cause satisfaction to be recorded,
and pay the fee. Failure may result in $500 civil damages, and attorney fees. The same law
makes the register of deeds forward such information to the county clerk. The county clerk
is mandated to make any necessary change in address records for mailing tax statements.
HB 2621 accomplishes nothing but making business for the state printer. This is legislation
without thought. No wonder people get frustrated with the law.--Ward Loyd

   HB 2823, An act relating to property taxation; concerning the valuation of producing gas
wells; amending K.S.A. 79-331 and repealing the existing section, was considered on final
action.
