The Senate was called to order by Vice-President Alicia L. Salisbury.
The roll was called with thirty-nine senators present.
Senator Lee was excused.
Vice-President Salisbury introduced as guest chaplain, Rev. Matt Umbarger, Minister,
LaFontaine Christian Church, LaFontaine, Kansas, who delivered the invocation:
Father,
What an honor it is for us to be able to call upon you with that name. Of all your
titles, Lord, that one is among my favorite. And today, by the Spirit who dwells
within us, we cry out to you, ``Abba! Father!,'' and we have the assurance that our
cry is a pleasing thing to you. We know that you long for the prayers of your children.
That You should hang upon our every word amazes and thrills us. It also shames us,
because we give you such a small portion of ourselves. You get crowded out because,
as the day goes by, You will not be as ``real'' to us as the tasks that are bombarding
us from every side. The Mary in us gets trampled by Martha, and we neglect the
one thing needful: to simply sit at your feet and listen. Forgive us, Father, and give
us ears that will hear when you call to us, begging us to lose ourselves in You.
In the name of Your son, Jesus the Christ, we pray,

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
The following bill was introduced and read by title:
SB 350, An act concerning the sale of medicines and drugs through vending machines;
amending K.S.A. 65-650 and repealing the existing section, by Committee on Ways and
Means.
REFERENCE OF BILLS AND CONCURRENT RESOLUTIONS
The following bills were referred to Committees as indicated:

MESSAGE FROM THE HOUSE
Announcing passage of HB 2166; Substitute HB 2322.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS
HB 2166; Substitute HB 2322 were thereupon introduced and read by title.
REPORTS OF STANDING COMMITTEES
Committee on Agriculture recommends HB 2321, as amended by House Committee,
be passed.
Committee on Elections and Local Government recommends HB 2205, as amended
by House Committee, be passed and, because the committee is of the opinion that the bill
is of a noncontroversial nature, be placed on the consent calendar.
Committee on Public Health and Welfare recommends HB 2214, as amended by
House Committee, be amended on page 2, in line 3, by striking all after ``(c)''; by striking
all in lines 4 through 7 and inserting the following: ``Fees charged by the board on the day
preceding the effective date of this act shall continue in effect until rules and regulations
are adopted by the board fixing a different amount. Fees authorized to be charged for any
item specified in subsection (a) for the first time under this act shall not be charged until
the amount of such fee is fixed by the board by rules and regulations.''; in line 14, by striking
all after ``Is''; in line 15, by striking ``(b) is''; in line 16, by striking ``(c)'' and inserting ``(b)'';
and the bill be passed as amended.
Committee on Transportation and Tourism recommends HB 2142 be passed.
Also HB 2141, as amended by House Committee of the Whole, be passed and, because
the committee is of the opinion that the bill is of a noncontroversial nature, be placed on
the consent calendar.
Committee on Ways and Means recommends SB 324 be amended on page 1, in line
15, by striking ``New''; also in line 15, by striking all after ``1.''; by striking all in lines 16
through 20; in line 21, by striking ``Sec. 2.''; in line 25, by striking all after ``authority''; in
line 26, by striking ``cation'';
And by renumbering sections accordingly; and the bill be passed as amended.
Also HB 2230 be amended on page 2, after line 3, by inserting the following:
``(c) The conveyance authorized by this section shall not be subject to the provisions
of K.S.A. 75-3043a, and amendments thereto.''; after line 20, by inserting the following:
``(c) The conveyance authorized by this section shall not be subject to the provisions
of K.S.A. 75-3043a, and amendments thereto.''; and the bill be passed as amended.
COMMITTEE OF THE WHOLE
On motion of Senator Emert the Senate resolved itself into Committee of the Whole for
consideration of bills on the calendar under the heading of General Orders with Senator
Vidricksen in the chair.
On motion of Senator Vidricksen the following report was adopted:
Recommended that SB 157; HB 2073, HB 2109, 2117 be passed.
HCR 5015 be adopted.
HB 2046 be amended by adoption of the committee amendments, and the bill be passed
as amended.
SB 226 be amended by adoption of the committee amendments and further amended
by motion of Senator Vratil in line 31, before the semicolon by inserting ``, and K.S.A. 1998
Supp. 72-6433, and amendments thereto''
Senator Huelskamp moved to amend the bill as further amended on motion of Senator
Vratil, by striking all in such amendment and in line 15, after ``the'' by inserting ``legislature
or the''; in line 30, by striking ``72-6431'' and inserting ``72-6433''.
Upon the showing of five hands a roll call vote was requested.
On roll call, the vote was: Yeas 10, nays 29, present and passing 0; absent or not voting

The motion failed and the amendment was rejected.
The Committee recommended SB 226 as amended by adoption of the committee
amendments and further amended by motion of Senator Vratil be passed as further
amended.
On motion of Senator Emert the Senate adjourned until 9:00 a.m., Friday, March 12,
1999.
