Larned, Kansas, who delivered the invocation:
Lord, we stand before you, a nation in need, with a President in need! I'm interceding
to see the floodgates of deception, unfaithfulness, lies, broken oaths and covenants
stopped; the example set by our highest office in the land. I'm interceding on behalf of
those disappointed, disillusioned and discouraged; those destined to be future leaders
of our land.
Surely, the power and influence of leadership is our ability to reproduce what we are
in others. Heaven help us, as our children become the mirror image of what we see in
our land today. Only by your mercy will we see the contrast of it. Lord, surely what we
allow by practice today, will become the standard for tomorrow unless we repent as a
nation.
Lord, we have cursed ourselves as a people by the daily admission of approval polls.
How can our arrogance not rise before you? Your word says, ``If any man thinks he
stands, let him take heed lest he falls....'' I'm interceding that we would stop seeking the
approval of men and begin to seek the approval of heaven. To uphold righteousness,
truth and justice. Our nation, founded by your goodness, mercy and grace became great
in the eyes of the world when our founding fathers honored the guiding principles of
your world. But today, lord, we bear the reproach and shame of sin before you and the
eyes of the world.
Lord, as a leader of people, a pastor, a shepherd, I stand ashamed and guilty before
you. Forgive me. Forgive my President. Forgive us as a nation. Cleanse our hearts. Be
merciful to us, your people. By your great hand, remove the curse of sin and shame
from our land and perhaps bless us again. Let righteousness prevail and integrity
preserve us, O Lord. Thank you, God, for not treating us as our sins deserve.
Give us and our leaders wisdom to follow you in the days ahead. In Jesus' name,
Amen.

SENATE CONCURRENT RESOLUTION No. 1608--
By Committee on Transportation and Tourism
A CONCURRENT RESOLUTION urging the United States Congress to repeal
Section 656(b) of P.L. 104-208.
WHEREAS, Section 656(b) of the federal Illegal Immigration Reform and Immigrant
Responsibility Act of 1996 (P.L. 104-208) requires that state issued drivers' licenses and
nondriver identification cards must contain the holder's social security number or that the
state must verify with the Social Security Administration the social security number of each
applicant for a license or identification card; and
WHEREAS, Section 656(b) is another example of the Federal government preempting
what has traditionally been state activities; and
WHEREAS, Many states specifically prohibit the use of social security numbers on
drivers' licenses; and
WHEREAS, Section 656(b) represents another unfunded mandate by the Federal
government: Now, therefore,
Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That the United States Congress is urged to repeal Section 656(b) of P.L. 104-
208; and
Be it further resolved: That the Secretary of State be directed to send enrolled copies
of this resolution to the President of the United States Senate, the Speaker of the United
States House of Representatives and to each member of the Kansas Congressional
Delegation.

As has been the custom of the State Treasurer's Office in the past, an annual report which
covers the operations of the Office of State Treasurer for the period of July 1, 1997 through
June 30, 1998, was provided for you. However, because there was no transition budget
provided for the State Treasurer and having only been in the office for three days, I do not
feel it would be prudent of me to provide you information that I can neither confirm or
deny.
After speaking with Norm Furse, Director of the Revisors of Statute, and discovering that
he can not readily find a statute that formally requires us to provide a report during the first
10 working days of the legislative session, it is my decision to provide your office and the
Members of the State Legislature with a more thorough report on the state of the Treasurer's
Office before the end of the 1999 legislative session. This would allow enough time to
thoroughly review the recent audit, familiarize myself with the agency, and determine
whether another audit is necessary.
You will be apprized of the results of my findings as soon as they are available.
I appreciate your understanding and patience. My staff and I look forward to a close
working relationship with you during the 1999 legislative session.
