 The House met pursuant to adjournment with Speaker pro tem Mays in the chair.

 The roll was called with 123 members present.

 Reps. Helgerson and O'Neal were excused on excused absence by the Speaker.

 Prayer by guest chaplain, the Rev. Nathan J. Morgan, pastor, Mt. Vernon United
Methodist Church, Wichita, and guest of Rep. Welshimer:

       Within the walls of this building, Lord, gather the representatives of the citizens of
      Kansas. We pause before the beginning of this day's business to acknowledge your
      sovereign presence. Power and authority have been given to these people that they may
      legislate for the good of all people of this state. We thank you, Lord, for the blessings
      you have bestowed upon us. We are thankful for the people of this state whose service
      to the schools, the communities, and the state has benefitted all citizens. May you bless
      the work of this house for the affairs of state which they address. The thoughts and ideas
      of many will be needed to be successful. May they devote themselves to the welfare of
      all citizens, but especially to the least, the last and the lost of our communities. For what
      do you ask of us but to do justice, to love kindness, and to walk humbly with our God.
      May all that is done here this day be acceptable in your sight, O God, our rock and our
      salvation. Amen.

A  CONCURRENT  RESOLUTION providing for a joint session of the Senate and House
      of Representatives for the purpose of commemorating Kansas Day and rededicating the
      chamber of the House of Representatives.

              Be it resolved by the House of Representatives of the State of Kansas, the Senate concurring
therein: That the Senate and the House of Representatives meet in joint session in
Representative Hall at 10:00 a.m. on January 29, 1999, for the purpose of commemorating
Kansas Day and rededicating the chamber of the House of Representatives.
