Edward Larson Justice of the Supreme Court Secretary Thornburgh passed the gavel to President Bond. REMARKS BY PRESIDENT BOND Thanks to Justice Ed Larson, 36-year friend. I thank family members and friends attending, who played a significant role in our respective elections. I am deeply honored to have been elected President of the Kansas Senate. I ask for your help, guidance and patience as I learn the responsibilities of this office. I can't help but be somewhat philosophical about this day. Since 1869, forty newly elected Senators have come to the Chamber every four years on the 2nd Monday of January to be sworn in and serve in the most beautiful legislative chamber in the nation, highlighted by marble, copper, cherry wood and a certain presence of dignity. We come from 40 different districts with 40 different backgrounds and 40 different agendas, and yet we are required to reach a majority consensus on hundreds of issues. We labor under a set of rules and tradition that call us to treat each other with respect and courtesy even when we strongly disagree. Many have sat at these cherry wood desks before us and many more will come after us, but our space in time is important. I hope our moment in history here will be characterized as positive and beneficial to the great people of Kansas. You can look forward to developing friendships here that will last your lifetime. We now have each been officially sworn in and our challenge is to maintain the trust and confidence that was placed in us by those who sent us. REMARKS BY MINORITY LEADER HENSLEY Thank you, Mr. President. Congratulations to you and the other leadership in the majority party. I want to use this occasion to thank my predecessor, the Senator from Lyon, Senator Karr, for a very smooth transition in the Minority Leader's office. All of us who have worked with the Senator from Lyon know him to be a real gentleman and able legislator. Those of you who have not yet made his acquaintance will know him in the same way. Thank you, Jerry. Mr. President, on behalf of the Minority Party, I want to say we look forward to working with you and your colleagues in the majority party. We make this pledge also acknowledging that there will be those times in the process when we, to use legislative vernacular, ``agree to disagree.'' We have a great responsibility. We have been entrusted by the people of our district to represent them in this great legislative body. We must never forget that we are members of a citizens' legislature. We meet for 90 days, and then we return home - to our families, to our occupations, and to our communities. The strength of our system is that we should never be out of touch with needs and concerns of those Kansans who elected us to do this job. Mr. President, I conclude these remarks with a quote from the history of the British Parliament. On the first day of a session of Parliament a former Prime Minister said, ``To the new members of Parliament who have just come I would say that for the first six months after you are here you will wonder how you got here. Then after that you will wonder how the rest of us got here.'' This quote is appropriate to say that while we take our job of representing the people seriously, we should never take ourselves too seriously. Thank you, Mr. President. SENATE CONCURRENT RESOLUTION No. 1601-- By Special Committee on Insurance A CONCURRENT RESOLUTION establishing a task force to study Kansas insurance laws and rules and regulations and in particular the tax laws, to determine whether such laws or rules and regulations place Kansas insurance companies at a competitive disadvantage. WHEREAS, The insurance industry is a vital element of the state's economic well-being; and WHEREAS, In recent years insurance companies within the state have been subjected to increasing economic pressure; and WHEREAS, Insurance companies are highly regulated by the state for the purpose of insuring that the citizens of Kansas are protected, but the state must ensure that regulation of the insurance industry does not place insurance companies at a competitive disadvantage: Now, therefore, Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring therein: That a task force be established to examine Kansas insurance laws and rules and regulations and in particular tax laws, to determine whether such laws place Kansas insurance companies at a competitive disadvantage; and Be it further resolved: That a task force be formed consisting of 15 members, seven appointed by the Governor, two appointed by the President of the Senate, one appointed by the minority leader of the Senate, two appointed by the Speaker of the House of Representatives, one appointed by the minority leader of the House of Representatives and two appointed by the Commissioner of Insurance. Be it resolved by the House of Representatives of the State of Kansas: That the chief clerk of the House of Representatives notify the Senate that the House is organized with the following officers: Tim Shallenburger, speaker Susan Wagle, speaker pro tem Robin Jennison, majority leader Michael Tom Sawyer, minority leader Janet E. Jones, chief clerk Ted Fisher, sergeant at arms, and awaits the pleasure of the Senate. Also, passage of SCR 1602 and the appointment of Representatives Phil Kline, Peggy Long and Jim Garner to wait upon the governor and inform him that the two houses are duly organized and ready to receive any communications he has to present. Also, announcing adoption of HCR 5002, a resolution providing for a joint session of the Senate and House for the purpose of hearing a message from the Governor. On motion of Senator Emert, an emergency was declared, the rules suspended and HCR 5002, was adopted by voice vote. In compliance with HCR 5002, President Bond appointed Senators Morris and Karr to escort the Governor, and Senators Salisbury and Gooch to escort the Lieutenant Governor.
