CONCURRENT RESOLUTION urging Congress to remove the ex-
12 ecutive branch's
unilateral trade sanction authority on food and
13 medicine.

15 WHEREAS,
Currently, the executive branch can unilaterally impose
16 trade sanctions on food and medicine;
and
17 WHEREAS, Food
and medicine should not be used as a weapon in
18 trade negotiations; and
19 WHEREAS, Such
sanctions harm United States farmers more than
20 they hurt foreign countries: Now,
therefore,
21 Be it resolved by
the Senate of the State of Kansas, the House of Rep-
22 resentatives concurring
therein: That Congress pass legislation which
23 would remove the executive branch's
unilateral trade sanction authority
24 on food and medicine and require
Congressional approval of such trade
25 sanctions, except in the case of armed
conflict; and
26 Be it further
resolved: That the Secretary of State be directed to
send
27 enrolled copies of this resolution to the
President of the United States;
28 the Vice-President of the United States;
Majority Leader and Minority
29 Leader of the United States Senate; the
Speaker, Majority Leader and
30 Minority Leader of the United States House
of Representatives; the Sec-
31 retary of the United States Department of
Agriculture; and to each mem-
32 ber of the Kansas Congressional
Delegation.
