  9             AN  ACT concerning the legislature; concerning legislative sessions.

11       Be it enacted by the Legislature of the State of Kansas:
12             Section  1. (a) Subject to the limitations of section 8 of article 2 of
13       the constitution of the state of Kansas, the legislature shall convene on
14       four days of each week for the purpose of conducting the business of the
15       legislature. Except as provided by subsections (c) and (d), the legislature
16       shall not convene on Fridays during the regular session of the legislature
17       and committees of the legislature shall not meet on such Fridays.
18             (b) Except as provided by subsections (c) and (d), each Friday during
19       the legislative session shall be reserved to allow members of the legisla-
20       ture to provide services for or meet with their constituents or otherwise
21       provide for the needs and concerns of their constituents.
22             (c) The legislature, by rule, may provide for the convening of sessions
23       proforma during the regular session of the legislature. Sessions proforma
24       may be conducted on Fridays during the regular session of the legislature.
25       Any session proforma shall be announced at least one legislative day in
26       advance with the hour of the convening of such session proforma set on
27       the previous legislative day. There shall be no requirement for a quorum
28       or taking of the roll. No motion shall be in order other than the motion
29       to adjourn. The only orders of business that may be considered during
30       session proforma are:
31             (1) Introduction and reference of bills and concurrent resolutions.
32             (2) Receipt of messages from the governor.
33             (3) Communications from state officers.
34             (4) Messages from the house or senate.
35             (5) Reports of standing committees.
36             (6) Presentation of petitions.
37             (d) The legislature, by an affirmative vote of 2/3 of the members
38       elected or appointed to each house, may provide for the convening of
39       sessions on Fridays during the regular session of the legislature.
40             Either house of the legislature, by an affirmative vote of 2/3 of the
41       members elected or appointed to such house, may provide that a legis-
42       lative committee of such house may meet on Fridays during the regular
43       session of the legislature.

  1             (e) Nothing in this section shall be construed as excluding any Friday
  2       on which the legislature does not meet in session pursuant to subsection
  3       (c) or (d) from the 90 calendar-days limitation under section 8 of article
  4       2 of the constitution of the state of Kansas. 
  5        Sec.  2. This act shall take effect and be in force from and after its
  6       publication in the statute book.
