 &nbsp; 9 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; AN&nbsp; ACT concerning the legislature; concerning legislative sessions. <br>
10 &nbsp; &nbsp; &nbsp;  <br>
11 &nbsp; &nbsp; &nbsp; <i>Be it enacted by the Legislature of the State of Kansas:</i>  <br>
12 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; Section&nbsp; 1.&nbsp;(a) Subject to the limitations of section 8 of article 2 of <br>
13 &nbsp; &nbsp; &nbsp; the constitution of the state of Kansas, the legislature shall convene on <br>
14 &nbsp; &nbsp; &nbsp; four days of each week for the purpose of conducting the business of the <br>
15 &nbsp; &nbsp; &nbsp; legislature. Except as provided by subsections (c) and (d), the legislature <br>
16 &nbsp; &nbsp; &nbsp; shall not convene on Fridays during the regular session of the legislature <br>
17 &nbsp; &nbsp; &nbsp; and committees of the legislature shall not meet on such Fridays. <br>
18 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (b)&nbsp;Except as provided by subsections (c) and (d), each Friday during <br>
19 &nbsp; &nbsp; &nbsp; the legislative session shall be reserved to allow members of the legisla- <br>
20 &nbsp; &nbsp; &nbsp; ture to provide services for or meet with their constituents or otherwise <br>
21 &nbsp; &nbsp; &nbsp; provide for the needs and concerns of their constituents. <br>
22 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (c)&nbsp;The legislature, by rule, may provide for the convening of sessions <br>
23 &nbsp; &nbsp; &nbsp; proforma during the regular session of the legislature.  Sessions proforma <br>
24 &nbsp; &nbsp; &nbsp; may be conducted on Fridays during the regular session of the legislature. <br>
25 &nbsp; &nbsp; &nbsp; Any session proforma shall be announced at least one legislative day in <br>
26 &nbsp; &nbsp; &nbsp; advance with the hour of the convening of such session proforma set on <br>
27 &nbsp; &nbsp; &nbsp; the previous legislative day. There shall be no requirement for a quorum <br>
28 &nbsp; &nbsp; &nbsp; or taking of the roll. No motion shall be in order other than the motion <br>
29 &nbsp; &nbsp; &nbsp; to adjourn. The only orders of business that may be considered during <br>
30 &nbsp; &nbsp; &nbsp; session proforma are: <br>
31 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (1)&nbsp;Introduction and reference of bills and concurrent resolutions. <br>
32 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (2)&nbsp;Receipt of messages from the governor. <br>
33 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (3)&nbsp;Communications from state officers. <br>
34 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (4)&nbsp;Messages from the house or senate. <br>
35 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (5)&nbsp;Reports of standing committees. <br>
36 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (6)&nbsp;Presentation of petitions. <br>
37 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (d)&nbsp;The legislature, by an affirmative vote of <nu>2/<de>3</de> of the members <br>
38 &nbsp; &nbsp; &nbsp; elected or appointed to each house, may provide for the convening of <br>
39 &nbsp; &nbsp; &nbsp; sessions on Fridays during the regular session of the legislature. <br>
40 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; Either house of the legislature, by an affirmative vote of <nu>2/<de>3</de> of the <br>
41 &nbsp; &nbsp; &nbsp; members elected or appointed to such house, may provide that a legis- <br>
42 &nbsp; &nbsp; &nbsp; lative committee of such house may meet on Fridays during the regular <br>
43 &nbsp; &nbsp; &nbsp; session of the legislature. <br>

 &nbsp; 1 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (e)&nbsp;Nothing in this section shall be construed as excluding any Friday <br>
 &nbsp; 2 &nbsp; &nbsp; &nbsp; on which the legislature does not meet in session pursuant to subsection <br>
 &nbsp; 3 &nbsp; &nbsp; &nbsp; (c) or (d) from the 90 calendar-days limitation under section 8 of article <br>
 &nbsp; 4 &nbsp; &nbsp; &nbsp; 2 of the constitution of the state of Kansas.&nbsp; <br>
 &nbsp; 5 &nbsp; &nbsp; &nbsp; &nbsp;Sec.&nbsp; 2.&nbsp;This act shall take effect and be in force from and after its <br>
 &nbsp; 6 &nbsp; &nbsp; &nbsp; publication in the statute book. <br>
