10 AN ACT
concerning cities and counties; prohibiting the enactment of
11 certain local labor
laws.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section
1. No city or county acting through any process, shall
enact
15 any jurisdiction-wide law or ordinance with
respect to minimum wages
16 or enter into any contract in which the
local government specifies the
17 payment of minimum wages to employees of
other parties to the contract
18 unless specifically authorized to do so by
this act.
19 (a) Any city or
county regulation or law pertaining to minimum wages
20 in effect as of July 1, 2000, shall remain
in full force and effect until such
21 law is repealed by the city or county
entity that enacted the law.
22 (b) If it is
determined by any officer or agency responsible for dis-
23 tributing federal moneys to a city or
county that compliance with this act
24 may cause denial of federal moneys that
would otherwise be available or
25 would otherwise be inconsistent with
requirements of federal law, this
26 section shall be suspended, but only to the
extent necessary to prevent
27 denial of the moneys or to eliminate the
inconsistency with federal
28 requirements.
29 Sec. 2. This act shall
take effect and be in force from and after its
30 publication in the statute book.
