11 AN ACT
concerning campaign finance; establishing requirements for
12 electronic filing of
reporting of campaign contributions.

14 Be it enacted by the Legislature of the
State of Kansas:
15 Section
1. (a) From and after January 1, 2001, every treasurer for
a
16 candidate for statewide office shall file
reports of campaign contributions
17 with the secretary of state by
electronic means as prescribed by this act.
18 (b) The report
shall contain the name and address of each person
19 who has made one or more contributions in
an aggregate amount or value
20 in excess of $50
$250 [$500] during the
period commencing 11 days
21 before a primary or general election at
which a statewide officer is to be
22 elected and ending upon the day of such
election. The report shall be
23 made on or before the close of the next
business day in which any such
24 contribution is received. The report shall
contain the amount and date of
25 such contribution, including the name and
address of every lender, guar-
26 antor and endorser when the contribution is
in the form of an advance
27 or loan. Reports required by this section
shall be in addition to and not
28 in lieu of any other report required by
law.
29 (c) Reports required by
this act shall be filed via facsimile or
30 electronic means allowed by
law.
31 Sec. 2. (a)
The secretary of state shall adopt rules and regulations
32 establishing a program for the electronic
filing of any report required by
33 this act. Such program may contain criteria
for:
34 (1) Computer
hardware, software or other equipment to be used; and
35 (2) any other
matters necessary to implement the provisions of this
36 act.
37 (b) The rules and
regulations required by this section shall be prom-
38 ulgated, published and become effective no
later than July 1, 2001.
39 New Sec.
3. Penalties for any violation of this act shall be
the
40 same as the penalties imposed under
K.S.A. 25-4167 and amend-
41 ments thereto.

3. 4. The provisions of this
act shall be part of and supplemental

1 to the campaign finance
act.
2 Sec. 4.
5. This act shall take effect and be in force
from and after its
3 publication in the Kansas
register.
