 &nbsp; 9 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; AN&nbsp; ACT concerning school district high schools and students thereof; <br>
10 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; requiring participation in a community service program for graduation. <br>
11 &nbsp; &nbsp; &nbsp;  <br>
12 &nbsp; &nbsp; &nbsp; <i>Be it enacted by the Legislature of the State of Kansas:</i>  <br>
13 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; Section&nbsp; 1.&nbsp;(a) Commencing with the 2002-03 school year, the board <br>
14 &nbsp; &nbsp; &nbsp; of education of each school district shall provide for a program of com- <br>
15 &nbsp; &nbsp; &nbsp; munity service to be maintained in each high school operated by the <br>
16 &nbsp; &nbsp; &nbsp; district.  No student who has not satisfactorily participated in such pro- <br>
17 &nbsp; &nbsp; &nbsp; gram shall be certified as having completed the requirements necessary <br>
18 &nbsp; &nbsp; &nbsp; for graduation from high school. <br>
19 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (b)&nbsp;The commissioner of education shall (1) establish criteria for the <br>
20 &nbsp; &nbsp; &nbsp; selection of community services to be performed by students, (2) pre- <br>
21 &nbsp; &nbsp; &nbsp; scribe the requirements for satisfactory participation in a program of com- <br>
22 &nbsp; &nbsp; &nbsp; munity service, and (3) provide for the counting of not less than <nu>1/<de>2</de> unit <br>
23 &nbsp; &nbsp; &nbsp; of credit for such participation toward satisfaction of the requirements <br>
24 &nbsp; &nbsp; &nbsp; necessary for graduation from high school. <br>
25 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (c)&nbsp;The commissioner of education may provide for such waivers <br>
26 &nbsp; &nbsp; &nbsp; from the requirements of this section as the commissioner deems <br>
27 &nbsp; &nbsp; &nbsp; appropriate. <br>
28 &nbsp; &nbsp; &nbsp;  &nbsp; &nbsp; &nbsp; (d)&nbsp;As used in this section, the term &quot;community service&quot; means a <br>
29 &nbsp; &nbsp; &nbsp; service performed by a high school student, without monetary compen- <br>
30 &nbsp; &nbsp; &nbsp; sation or remuneration, for the purpose of benefiting the student's com- <br>
31 &nbsp; &nbsp; &nbsp; munity.  The service performed may include, but not by way of limitation, <br>
32 &nbsp; &nbsp; &nbsp; mentoring or tutoring elementary school pupils, assisting in a nursing <br>
33 &nbsp; &nbsp; &nbsp; home or adult care center, providing lawn care or performing other tasks <br>
34 &nbsp; &nbsp; &nbsp; for senior citizens or disabled persons, assisting in a homeless shelter or <br>
35 &nbsp; &nbsp; &nbsp; a soup kitchen, organizing or assisting in fund raisers for disaster victims <br>
36 &nbsp; &nbsp; &nbsp; and other needy persons, assisting community-based nonprofit agencies <br>
37 &nbsp; &nbsp; &nbsp; that provide programs and services for low-income people, the disabled <br>
38 &nbsp; &nbsp; &nbsp; and the elderly, assisting fraternal organizations in charitable activities. <br>
39 &nbsp; &nbsp; &nbsp; &nbsp;Sec.&nbsp; 2.&nbsp;This act shall take effect and be in force from and after its <br>
40 &nbsp; &nbsp; &nbsp; publication in the statute book. <br>
