10 AN ACT relating
to property taxation; providing a uniform basis of val-
11 uation therefor.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section
1. (a) Notwithstanding any other provision of law to the
con-
15 trary, for all taxable years commencing
after December 31, 1999, the
16 uniform basis of valuation required by
section 1 of article 11 of the Kansas
17 constitution for utilization for property
tax purposes for all property sub-
18 ject to taxation shall be the fair market
value, as defined by K.S.A. 79-
19 503a, and amendments thereto, determined,
or as if determined, for
20 property tax year 2000.
21 (b) In order to
provide for statewide uniformity in the determination
22 of fair market value for property, improved
property and improvements
23 to property initially appraised after
property tax year 2000, the director
24 of property valuation shall devise and
adopt by rule and regulation a
25 methodology for use by county and district
appraisers in the determina-
26 tion of fair market value for such property
and improvements as if de-
27 termined for property tax year 2000.
28 Sec. 2. This act shall
take effect and be in force from and after its
29 publication in the statute book.
