10 AN ACT relating
to elections; concerning the presidential primary elec-
11 tion; amending K.S.A.
1999 Supp. 25-4501 and repealing the existing
12 section; also
repealing sections 2 and 3 of chapter 3 of the 1996 Session
13 Laws of Kansas.

15 Be it enacted by the Legislature of the
State of Kansas:
16 Section
1. K.S.A. 1999 Supp. 25-4501 is hereby amended to read as
17 follows: 25-4501. On the first Tuesday in
April of the year 2000 2004, and
18 every fourth year thereafter, there shall
be held a presidential preference
19 primary election.
20 New Sec.
2. All fees received by the secretary of state from candi-
21 dates filing declarations of intent to
become candidates for nomination
22 at a presidential preference primary to be
held in the year 2000, in ac-
23 cordance with K.S.A. 25-4502, shall be
refunded and returned to the
24 candidates from whom such fees were
received.
25 New Sec.
3. Delegates and alternates to a national party convention
26 held during 2000 shall be selected by a
party by its district or state com-
27 mittee, or both, at its district or state
convention, or both, or as otherwise
28 provided by party rules adopted by the
state committees of the political
29 parties.
30 Sec. 4. K.S.A. 1999 Supp.
25-4501 and sections 2 and 3 of Chapter
31 3 of the 1996 Session Laws of Kansas are
hereby repealed.
32 Sec. 5. This act shall
take effect and be in force from and after its
33 publication in the Kansas register.
