12             AN  ACT concerning visually impaired or blind persons; relating to billing
13             procedures for certain services [relating to corporations; concern-
14             ing public utilities and common carriers; amending K.S.A. 66-
15             301 and repealing the existing section; also repealing K.S.A. 66-
16             1213].

18       Be it enacted by the Legislature of the State of Kansas:
19             Section  1. Upon [On and after January 1, 2000, upon] request of
20       a visually impaired or blind customer, any provider of sewer, water, elec-
21       tric, gas, telecommunications or cable television or telephone service, or
22       any provider of two or more of such services, whether public or private,
23       shall provide the customer's bills, indicating usage and the amount owed,
24       in the customer's choice of one of the following formats, as agreed to
25       by the customer and the service provider: Braille, print of not less
26       than 24-point type or audio. The provision of such bills in an alternative
27       format shall be at no additional charge to the customer making the
28       request. 
29        [Sec.  2. K.S.A. 66-301 is hereby amended to read as follows: 66-
30       301. (a) Whenever any railroad, either steam or electric, shall run
31       through any farm so as to divide it, such railroad at the request of
32       the owner of such farm, shall construct, keep and maintain, a
33       crossing either on, over or under such railroad track, at some con-
34       venient place, which crossing shall be so constructed as to permit
35       ready and free crossing thereon, by animals, farm implements and
36       vehicles. As a condition for keeping or maintaining any existing crossing,
37       such railroad shall not require the owner of such farm to pay any rental
38       fee, nor require the purchase of liability of insurance.
39        [(b) The provisions of K.S.A. 66-301 through 66-303, and amend-
40       ments thereto, shall apply to any farm railroad crossing constructed and
41       in existence prior to the effective date of this act. 
42       [Sec.  3. K.S.A. 66-301 and 66-1213 are hereby repealed.]
43        Sec.  2. [4.] This act shall take effect and be in force from and after
