requesting a study regarding petroleum products.

22 WHEREAS, A world
shortage of crude oil exists as production by the
23 Organization of the Petroleum Exporting
Countries (OPEC) has de-
24 creased to about 26 million barrels per
day; and
25 WHEREAS, This
shortage of crude oil has caused the price of crude
26 oil to increase from $10.72 per barrel in
December of 1998 to a nine-
27 year high of $31.77 per barrel in March of
2000; and
28 WHEREAS, This
shortage of crude oil has caused heating oil prices
29 to double in some areas of our nation and
gasoline prices to increase to
30 an all-time high average cost of $1.50 a
gallon; and
31 WHEREAS, The
substantial increase in the price of gasoline, diesel
32 fuel and other petroleum products are
negatively affecting the activities
33 of all Kansans, particularly our farmers,
truckers and individuals driving
34 to and from work; and
35 WHEREAS, Bitter
cold temperatures in the northeastern United
36 States this past winter have created such
demand for natural gas and
37 heating oil that the availability of other
petroleum products will be af-
38 fected for some time; and
39 WHEREAS, While
the three major petroleum-exporting countries,
40 OPEC members, Saudi Arabia and Venezuela,
plus Mexico, a non-OPEC
41 member, are recommending increases in oil
production, there is no as-
42 surance that the other OPEC members are
supportive of much increase
43 in oil production at this time; and

1 WHEREAS,
Even if world-wide oil production is increased, several
2 weeks would pass before oil product
prices would decline: Now,
3 therefore,
4 Be it
resolved by the House of Representatives of the State of
Kan-
5 sas: That we request the
Governor appoint a task force of appropriate
6 persons to study the price and
availability of petroleum products and to
7 make any recommendations which the
state of Kansas could do to alle-
8 viate the current high prices of
petroleum products--with such report to
9 be made prior to the sine die
adjournment of the 2000 legislative session;
10 and
11 Be it further
resolved: That the Chief Clerk of the House of Repre-
12 sentatives be directed to provide an
enrolled copy of this resolution to
13 the Governor.
