CONCURRENT RESOLUTION establishing a task force on fetal
tis-
11 sue research and
transplantation.

13 Be it resolved by
the House of Representatives of the State of Kansas,
14 the Senate concurring
therein: That a task force on fetal tissue research
15 and transplantation be established to study
the Kansas laws and rules and
16 regulations, as well as other states and
any federal laws and rules and
17 regulations, relating to fetal tissue
research and transplantation; to review
18 specifically the medical, legal and ethical
opinions regarding fetal tissue
19 research and organ donation; seek input
from individuals with expertise
20 in the area of organ donation and fetal
tissue research and people having
21 a medical condition that could be affected
by fetal tissue research; prac-
22 tices and handling procedures for fetal
tissue and organs occurring in
23 Kansas; and such other matters relating
thereto as the task force deems
24 appropriate; and
25 Be it further
resolved: That the task force shall consist of 14
members
26 appointed as follows: Three members of the
Senate appointed by the
27 President of the Senate, three members of
the House of Representatives
28 appointed by the Speaker of the House of
Representatives, two members
29 of the Senate appointed by the minority
leader of the Senate, two mem-
30 bers of the House of Representatives
appointed by the minority leader
31 of the House of Representatives, and four
members appointed by the
32 Governor; and
33 Be it further
resolved: That of the four members appointed by the
34 Governor, one such member shall be a person
authorized to practice
35 medicine and surgery and one such member
shall be an organ donor
36 specialist; and
37 Be it further
resolved: That the first meeting of the task force
shall
38 be called by the first person appointed by
the Governor; and
39 Be it further
resolved: That the task force shall elect the
chairperson
40 and vice-chairperson at the first meeting
from among the legislator mem-
41 bers of the task force; and
42 Be it further
resolved: That staffing shall be available from the
revisor
43 of statutes office and the legislative
research department if authorized by

1 the legislative coordinating council;
and
2 Be it further
resolved: That members of the task force shall receive
3 reimbursement for attending meetings
of the task force as authorized by
4 the legislative coordinating council
consistent with the provisions of
5 K.S.A. 46-1209, and amendments
thereto; and
6 Be it further
resolved: That the task force shall submit a final
report,
7 recommendations and any draft
legislation to the 2001 legislature and to
8 the governor.
