10 AN ACT

20 Be it enacted by the Legislature of the
State of Kansas:
21 Section
1. (a) There is established the joint committee on school
fi-
22 nance reform. The joint committee shall be
composed of 16 members.
23 (b) The following
members of the joint committee shall serve ex of-
24 ficio or shall designate a person to
represent them on the committee: The
25 chairperson and ranking minority member of
the committee on education
26 of the house of representatives, the
chairperson and ranking minority
27 member of the committee on education of the
senate, the chairperson
28 and ranking minority member of the
committee on taxation of the house
29 of representatives, the chairperson and
ranking minority member of the
30 committee on assessment and taxation of the
senate, the chairperson and
31 ranking minority member of the committee on
appropriations of the
32 house of representatives, the chairperson
and ranking minority member
33 of the committee on ways and means of the
senate, the speaker and
34 minority leader of the house of
representatives, the president and mi-
35 nority leader of the senate.
36 (c) The joint
committee shall organize on January 8, 2001, and elect
37 a chairperson and vice-chairperson from
among the members of the com-
38 mittee so that one such officer is a member
of the house of representatives
39 and the other such officer is a member of
the senate. The vice-chairperson
40 shall exercise all of the powers of the
chairperson in the absence of the
41 chairperson. If a vacancy occurs in the
office of chairperson or vice-chair-
42 person, another member of the committee
shall be elected by the mem-
43 bers of the committee to fill such
vacancy.

1 (d) A
quorum of the joint committee on school finance reform shall
2 be nine. All actions of the joint
committee shall be taken by a majority of
3 all the members of the committee.
4 (e) The
joint committee on school finance reform may meet at any
5 time on the call of the chairperson.
The joint committee may hold meet-
6 ings throughout the state to receive
information and recommendations
7 to assist the joint committee in
carrying out its functions and duties.
8 (f) In
accordance with K.S.A. 46-1204, and amendments thereto, the
9 legislative coordinating council may
provide for such professional services
10 as may be requested by the joint committee
on school finance reform.
11 (g) The
provisions of this section shall expire on January 30, 2002.
12 Sec. 2. (a)
The joint committee on school finance reform shall:
13 (1) Review the
financing provisions of the school finance and quality
14 performance act and the current array of
categorical school aid programs;
15 (2) evaluate the
recommendations of the governor's task force on K-
16 12 funding: financing for results;
17 (3) consider the
recommendations of the state board of education
18 regarding school district
configuration;
19 (4) review
systems of financial support of public education funding
20 in other states;
21 (5) solicit
recommendations from the general public and from the
22 various public education interest
organizations throughout the state on
23 principles of an optimal school finance
plan; and
24 (6) submit a
report and proposed legislation to the legislature on or
25 before January 14, 2002, for a school
finance program to be the successor
26 to the school district finance and quality
performance act. The report
27 should address how the plan proposes to
meet the varying educational
28 needs of each child enrolled in a public
school in this state.
29 (b) The
provisions of this section shall expire on January 30,
2002.
30 Sec. 3. On June 30, 2002, K.S.A.

repealed.
37 Sec. 4. This act shall
take effect and be in force from and after its
38 publication in the statute book.
