11 AN ACT creating
the mothers-at-risk program.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section
1. (a) Subject to the provisions of appropriation acts,
there
15 is hereby created a mothers-at-risk
program. The program shall provide
16 assistance to mothers to keep their
children in the child's own home,
17 unless there is documented sexual, physical
or emotional abuse as deter-
18 mined by the court. The goal of the program
is to assist families to over-
19 come financial burdens and to retain
families intact.
20 (b) Such
assistance shall include, but not be limited to, access to med-
21 ical care and counseling.
22 (c) The attorney
general shall provide administrative assistance for
23 the program. The attorney general shall
coordinate and cooperate with
24 local governmental agencies in providing
the program.
25 (d) The attorney
general may apply for, receive and accept moneys
26 from any source for the purpose of
establishing the mothers-at-risk
27 program.
28 (e) There is
hereby created in the state treasury the mothers-at-risk
29 fund. All moneys credited to the fund shall
be used solely for the purpose
30 of establishing and maintaining the
mothers-at-risk program. All expend-
31 itures from the mothers-at-risk fund shall
be made in accordance with
32 appropriation acts upon warrants of the
director of accounts and reports
33 issued pursuant to vouchers approved by the
attorney general or by the
34 attorney general's designee.
35 Sec. 2. This act shall
take effect and be in force from and after its
36 publication in the statute book.
