9 AN ACT
concerning the department of administration; creating the
10 statewide employee
development fund; authorizing an assessment
11 against state agency
payrolls and prescribing the purposes therefor.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section
1. (a) There is hereby created in the state treasury the
state-
15 wide employee development fund which shall
be administered by the
16 secretary of administration.
17 (b) Commencing
with the first payroll period chargeable to the fiscal
18 year ending June 30, 2001, and for each
payroll period thereafter, the
19 secretary of administration may levy an
assessment against state agency
20 payrolls for (1) in-service education and
training, (2) statewide training
21 and employee development in performance
management, supervision,
22 compensation, goal-setting, performance
review and organization devel-
23 opment, and (3) retraining for career
development.
24 (c) The
assessment fixed by the secretary of administration under this
25 section shall be expressed as a percentage
and shall be the same for all
26 state agencies. On or before July 15, 2000,
and each July 15 thereafter,
27 the director of the budget shall notify
each state agency of the rate of
28 assessment imposed under this section for
the next fiscal year.
29 (d) The amount of
the assessment imposed under this section each
30 payroll period for each state agency shall
be determined by multiplying
31 the total gross wages for the payroll
period of the state agency by the rate
32 of the assessment fixed for the fiscal year
by the secretary of administra-
33 tion. The director of accounts and reports
shall transfer the amount of
34 each assessment for each state agency to
the credit of the statewide em-
35 ployee development fund.
36 (e) As used in
this section, "gross wages" means all compensation for
37 services, including commissions, bonuses,
back pay and the value of all
38 remuneration including benefits paid in any
medium other than cash.
39 Sec. 2. This act shall
take effect and be in force from and after its
40 publication in the statute book.
