9 AN ACT
concerning the state board of regents; relating to tuition,
fees
10 and charges at state
educational institutions; amending K.S.A. 76-719
11 and 76-812 and
repealing the existing sections.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section
1. K.S.A. 76-719 is hereby amended to read as follows: 76-
15 719. Subject to K.S.A. 76-742 and
amendments thereto, the board of
16 regents shall fix tuition, fees and charges
to be collected by each state
17 educational institution, except that for
fiscal years commencing after June
18 30, 2000, the state board of regents
shall not raise such tuition, fees or
19 charges more than once a fiscal
year. If a state educational institution
20 collects a student-activity fee, the funds
so collected shall be set apart and
21 used for the purpose of supporting
appropriate student activities.
22 Sec.
2. K.S.A. 76-812 is hereby amended to read as follows:
76-812.
23 The board shall have all of the powers
necessary or convenient to carry
24 out and effectuate the purposes and
provisions of this act, including, but
25 without limiting the generality of the
foregoing, the power with respect
26 to the project;
27 (a) to adopt
rules and regulations and prescribe policies in connection
28 with the performance of its functions and
duties under this act;
29 (b) to receive,
administer, use, apply and comply with conditions and
30 requirements respecting any gift, grant or
donation of any property or
31 money from any source, whether federal,
state or private;
32 (c) to make and
execute contracts and other instruments necessary
33 or convenient in the exercise of its powers
and functions under this act,
34 payable from funds then available or to be
lawfully made available pur-
35 suant to the provisions of this act,
including contracts with persons, firms,
36 corporations, federal and state agencies
and officers and other local agen-
37 cies, which state agencies and officers and
other local public agencies are
38 hereby authorized to enter into contracts
and otherwise cooperate with
39 the board to facilitate the financing,
construction and operation of the
40 project;
41 (d) to acquire by
purchase, lease, gift, eminent domain or otherwise,
42 or to obtain options for the acquisition
of, any property, real or personal,
43 improved or unimproved, for the
construction, operation or maintenance

1 of the project;
2 (e) to
sell, lease, exchange, transfer or otherwise dispose of, or to
3 grant options for any such purposes
with respect to, any real or personal
4 property or interest therein
constituting part of the medical center in-
5 cluding the project;
6 (f) to
pledge or assign any tuition, rents, charges, fees or other
rev-
7 enues, any proceeds derived from
sales of property, insurance or con-
8 demnation awards or other receipts
and moneys available therefor de-
9 rived by the board in connection with
the medical center, including the
10 project;
11 (g) to issue
revenue bonds of the board for the purpose of providing
12 funds to pay all or any part of the cost of
the project, and to issue revenue
13 refunding bonds;
14 (h) to construct,
acquire, own, repair, maintain, extend, improve, re-
15 habilitate, renovate, furnish and equip the
project and to pay all or any
16 part of the cost thereof from the proceeds
of bonds of the board or from
17 any contribution, grant, gift or donation
or other funds available to it for
18 such purpose;
19 (i) to fix,
charge and collect rents, tuition, fees and charges for the
20 use of, or services rendered by, the
medical center, including the project,
21 except that for fiscal years commencing
after June 30, 2000, the state
22 board of regents shall not raise such
tuition, fees and charges for students
23 of the university of Kansas medical
center more than once a fiscal year;
24 and
25 (j) to contract
for the services of consulting engineers, architects, at-
26 torneys, real estate counselors,
appraisers, fiscal advisers and such other
27 consultants as may be required in the
judgment of the board and to pay
28 for the same from funds available to the
board therefor.
29 Sec. 3. K.S.A. 76-719 and 76-812
are hereby repealed.
30 Sec. 4. This act shall
take effect and be in force from and after its
31 publication in the statute book.
