CONCURRENT RESOLUTION memorializing the Congress of the
11 United States to
authorize the placement in Statuary Hall of a statue
12 of Dwight David
Eisenhower in lieu of George W. Glick and encour-
13 aging the Eisenhower
Foundation, Inc. to organize and direct funding
14 for creation of a
statue of Dwight David Eisenhower for placement in
15 Statuary Hall [and
providing for placement in Statuary Hall of a
16 statue of Amelia
Earhart in lieu of Senator John James Ingalls].

18 WHEREAS, By act
of Congress, each state is invited to provide and
19 furnish statues, not exceeding two in
number, of deceased persons who
20 have been citizens thereof and illustrious
for their historic renown or for
21 distinguished civic or military services,
such as the state shall determine
22 to be worthy of national commemoration in a
national statuary hall; and
23 WHEREAS, The
state of Kansas has had one citizen, Dwight David
24 Eisenhower, who stands alone in the history
of this state in achievement
25 of a distinguished career in both the civic
and military services, a man
26 whose destiny led him from a boyhood home
in Abilene, Kansas, to lead
27 the armies of his nation and those of the
free world in one of the greatest
28 and most historic military engagements of
all time and to lead the people
29 of his nation in peace as the 34th
president of the United States; and
30 WHEREAS, Dwight
David Eisenhower, citizen of Kansas, General of
31 the Army, President of the United States
and honored and respected
32 friend of presidents, kings and leaders and
peoples of the free world is
33 eminently worthy of national commemoration
in a national statuary hall;
34 and
35 WHEREAS, The
state of Kansas in years past did provide for the
36 placing of two statues of distinguished
citizens of Kansas in statuary hall;
37 and
38 WHEREAS, One of
such statues is of the Honorable George W. Glick,
39 a man who although he did not hold national
office or win national or
40 international acclaim, was a most honored
and distinguished governor and
41 legislative and civic leader in the state
of Kansas; and
42 WHEREAS,
Governor Glick can best be honored by locating his
43 statue in a place of honor in the capitol
of the state of Kansas where it

1 may be enjoyed by our citizens and
visitors; and
2 WHEREAS,
The people of the state of Kansas wish to furnish a statue
3 of Dwight David Eisenhower for
placement in Statuary Hall in the capitol
4 of this nation, with such statue
hopefully being provided by the citizens
5 of the state of Kansas through the
efforts of the Eisenhower Foundation,
6 Inc.; and
7 WHEREAS,
The creation of the statue of Dwight David Eisenhower
8 depends upon the willingness of the
trustees of the Eisenhower Foun-
9 dation, Inc. to organize a
solicitation through appropriate representatives
10 of the civic, fraternal and patriotic
organizations of this state and the
11 handling by such trustees of the funds so
solicited; and
12 WHEREAS, A
suitable statue of Dwight David Eisenhower must be
13 created by a gifted and experienced
sculptor who should be chosen by a
14 committee of select persons suitably
qualified to recommend the selec-
15 tion of such sculptor, and the trustees of
the Eisenhower Foundation
16 should name such a select commission;
and
17 WHEREAS, When an
appropriate sculptor has been selected to create
18 the statue of Dwight David Eisenhower, the
trustees of the Eisenhower
19 Foundation, Inc. would be suitable to
contract with the sculptor with
20 funds obtained as indicated in this
preamble for the creation of such a
21 statue; and
22 WHEREAS, When
the statue of Dwight David Eisenhower is com-
23 pleted, necessary plans need to be made and
action needs to be taken to
24 transport the statue to Washington, D.C.
for installation in Statuary Hall
25 and for the return of Governor Glick's
statue to Kansas for installation in
26 the state capitol in Topeka; and
27 WHEREAS, Should
the Eisenhower Foundation, Inc. be unable or
28 unwilling to perform the functions
described in this preamble, the re-
29 sponsibility for the creation and
installation of the statue of Dwight David
30 Eisenhower should be assumed by the Kansas
Department of Commerce
31 and Housing: Now,
therefore, [; and]
32 [WHEREAS, Kansas has another
hero, Amelia Earhart, a native
33 of Atchison, who as a pioneer for women
in aviation lost her life
34 under still unknown circumstances, and
is a Kansan worthy of rec-
35 ognition by placing a statue of her in
Statuary Hall. Further, it is
36 appropriate that the statue of Amelia
Earhart be substituted for
37 that of another Atchison native, former
U.S. Senator John James
38 Ingalls, whose statue should be returned
to Kansas for an appro-
39 priate placement: Now,
therefore,]
40 Be it resolved by
the Senate of the State of Kansas, the House of Rep-
41 resentatives concurring
therein: That the legislature of the state of Kan-
42 sas respectfully requests that the Congress
of the United States return
43 the statue of George W. Glick earlier
presented by the state of Kansas

1 for placement in Statuary Hall and
accept in return, for placement in
2 Statuary Hall, a statue of Dwight
David Eisenhower, a citizen of the free
3 world, and worthy of national
commemoration in Statuary Hall; and
4 Be it further
resolved: That the legislature of the state of Kansas,
on
5 behalf of the people of this state
and on behalf of this state itself, re-
6 spectfully requests the trustees of
the Eisenhower Foundation, Inc. to
7 appoint a commission of
representatives of civic, fraternal and patriotic
8 organizations of this state, and to
convey to such commission a charge to
9 organize a solicitation for funds for
the creation of a statue of Dwight
10 David Eisenhower as contemplated by this
resolution. Such trustees are
11 further requested to provide management
assistance to such commission
12 and to receive and employ the funds so
obtained to acquire such statue
13 for placement in Statuary Hall in the
capitol of this nation. Such trustees
14 are further requested to appoint a
committee of persons suitably qualified
15 to select a gifted and experienced sculptor
to create a suitable statue of
16 Dwight David Eisenhower. Such trustees are
further requested to con-
17 tract with such sculptor with funds
obtained as indicated in this resolution
18 for the creation of such statue. Thereupon
such trustees are further re-
19 quested to make the statue so created of
Dwight David Eisenhower avail-
20 able for placement in Statuary hall, the
same to then be owned by the
21 Congress of the United States; and
22 [Be it further
resolved: That the City of Atchison and the
Atchison
23 Chamber of Commerce should be tasked to
find funds for the costs
24 of the creation, transportation and
installation of the statue of
25 Amelia Earhart in Statuary Hall and for
returning the statue of
26 Senator Ingalls to Kansas; and]
27 Be it further
resolved: That should the efforts of the Eisenhower
28 Foundation, Inc. and the commission of
representatives of civic, fraternal
29 and patriotic organizations of this state
be unable to fulfill the object of
30 this resolution, [and the City of
Atchison and the Atchison Chamber
31 of Commerce be unable to successfully
fund the placement of a
32 statue of Amelia Earhart in Statuary
Hall and transporting the
33 statue of Senator Ingalls back to
Kansas,] the Kansas Department of
34 Commerce and Housing is tasked to take
action ultimately providing a
35 statue of Dwight David Eisenhower [and
Amelia Earhart] for place-
36 ment in Statuary Hall; and
37 Be it further
resolved: That the cost of the creation of the statue
of
38 Dwight David Eisenhower, as well as the
costs for transporting the statue
39 of Dwight David Eisenhower to Washington,
D.C. and transporting the
40 statue of Governor Glick to the state
capitol in Topeka, plus incidental
41 costs for installation of statues in their
permanent locations and the es-
42 sential costs of any unveiling ceremonies
should be borne by the state of
43 Kansas through the use of private or public
funds; and

resolved: That the secretary of state is directed to
trans-
2 mit enrolled copies of this
resolution to the President of the Senate of
3 the United States, the Speaker of the
House of Representatives of the
4 United States, each member of the
Kansas delegation in the Congress of
5 the United States, the Governor and
Lieutenant Governor of the state of
6 Kansas and to each of the trustees of
the Eisenhower Foundation, Inc.
