  9             AN  ACT establishing the Kansas historical marker committee.

11       Be it enacted by the Legislature of the State of Kansas:
12             Section  1. (a) There is hereby established the Kansas historical
13       marker committee within the state historical society. The committee shall
14       consist of:
15             (1) The secretary of the state historical society or the secretary's
16       designee;
17             (2) the secretary of transportation or the secretary's designee;
18             (3) the secretary of the department of wildlife and parks or the sec-
19       retary's designee;
20             (4) the secretary of commerce or the secretary's designee;
21             (5) two historical advisors appointed by the secretary of the state
22       historical society; and
23             (6) three members of the general public appointed by the secretary
24       of the state historical society.
25             The five members appointed by the secretary of the state historical
26       society shall serve for terms of two years.
27             (b) The secretary of the state historical society or the secretary's
28       designee shall serve as chairperson of the committee. The committee shall
29       elect annually a vice-chairperson from among the committee's members.
30       The committee shall meet upon call of the chairperson or upon call of
31       any four of the committee's members. Six members shall constitute a
32       quorum for the transaction of business.
33             (c) The committee shall:
34             (1) Review historical marker programs in other states;
35             (2) review the types of signage currently being used in the state and
36       possible alternatives to such signage;
37             (3) develop an application process, including criteria for the suita-
38       bility of proposed sites for signing;
39             (4) develop marking programs for different types of historical sites
40       eligible for local, state or national register designation, and other sites and
41       structures not eligible for a register listing such as historical cemeteries,
42       historical churches, heritage farms and barns and natural and scenic areas.
43             (d) Appointive members of the committee attending meetings of the
44       committee or a subcommittee meeting authorized by the committee shall
45       be paid subsistence allowances, mileage and other expenses as provided
46       by K.S.A. 75-3223, and amendments thereto.
47             (e) The provisions of this section shall expire on July 1, 2001.
48         Sec.  2. This act shall take effect and be in force from and after its
49       publication in the statute book.
