11             AN  ACT concerning certain municipalities; authorizing the calling of cer-
12             tain elections.
13      
14       Be it enacted by the Legislature of the State of Kansas:
15             Section  1. (a) When used in this section:
16             (1) "Municipality" means any taxing district or political subdivision of
17       the state which is supported with tax funds.
18             (2) "Governing body" means the governing body of a municipality.
19             (3) "Proposition" means a proposition to levy, increase, extend, re-
20       duce or eliminate a tax.
21             (4) "Tax" means a property tax.
22             (b) Whenever the authority of a governing body of a municipality to
23       levy, increase, extend, reduce or eliminate a tax is subject to a petition
24       for referendum, the governing body of any municipality may submit the
25       proposition to the qualified electors of such municipality for approval at
26       an election thereon. If a proposition is submitted to the qualified electors
27       of a municipality, the results of such election shall be binding.
28             (c) Except as otherwise provided by law, if a majority of the qualified
29       electors voting at an election vote against the proposition, such proposi-
30       tion shall not be resubmitted until one year after the date of the election
31       on which such proposition was disapproved.
32             (d) Any election held pursuant to this section shall be called and held
33       in the manner provided by the general bond law K.S.A. 10-101 et seq.
34       and amendments thereto.
35        Sec.  2. This act shall take effect and be in force from and after its
36       publication in the statute book.
