9 A PROPOSITION to amend section 4 of article 2 of the constitution of
10 the state of Kansas, relating to qualifications of members of the
11 legislature.

14 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
15 members elected (or appointed) and qualified to the House of Repre-
16 sentatives and two-thirds of the members elected (or appointed) and
17 qualified to the Senate concurring therein:
18 Section 1. The following proposition to amend the constitution of the
19 state of Kansas shall be submitted to the qualified electors of the state
20 for their approval or rejection: Section 4 of article 2 of the constitution
21 of the state of Kansas is hereby amended to read as follows:
22 "§ 4. Qualifications of members. During the time that any per-
23 son is a candidate for nomination or election to the legislature and
24 for the six months immediately preceding the time a person is a
25 candidate and during the term of each legislator, such candidate or
26 legislator shall be and remain a qualified elector who resides in his
27 or her such legislator's district."
28 Sec. 2. The following statement shall be printed on the ballot with
29 the amendment as a whole:
30 "Explanatory statement. The constitution of this state requires a
31 person to be a resident of the legislative district at the time such
32 person becomes a candidate for nomination or election to the
33 legislature.
34 "A vote for this amendment would require a person to be a resident
35 of the legislative district for six months before becoming a can-
36 didate for the legislature.
37 "A vote against this amendment would retain the current require-
38 ment of residency at the time a person becomes a candidate for
39 nomination or election to the legislature.
40 Sec. 3. This resolution, if approved by two-thirds of the members
41 elected (or appointed) and qualified to the House of Representatives, and
42 two-thirds of the members elected (or appointed) and qualified to the
43 Senate shall be entered on the journals, together with the yeas and nays.
44 The secretary of state shall cause this resolution to be published as pro-

1 vided by law and shall cause the proposed amendment to be submitted
2 to the electors of the state at the general election in the year 2000 unless
3 a special election is called at a sooner date by concurrent resolution of
4 the legislature, in which case it shall be submitted to the electors of the
5 state at the special election.
