  9             A  CONCURRENT  RESOLUTION urging Congress to pass the Med-
10             ical Privacy Act of 1998.
11      
12             WHEREAS,  Sections 1173(b) and 1177(a)(1) of the Social Security
13       Act allow federal agencies to construe federal law as authorizing the es-
14       tablishment of a system of national identification numbers and national
15       identification cards for medical purposes; and
16             WHEREAS,  The social security number can be used as a basis for
17       establishing a system of national identification numbers and national iden-
18       tification cards for medical purposes; and
19             WHEREAS,  The use of the social security number in this manner
20       raises serious concerns regarding the establishment of a system of national
21       identification numbers and national identification cards for medical pur-
22       poses: Now therefore,
23             Be it resolved by the House of Representatives of the State of Kansas,
24       the Senate concurring therein: That the Legislature of the State of Kan-
25       sas strongly urges the Congress of the United States to enact H.R. 4312
26       of the 105th Congress prohibiting federal agencies from construing fed-
27       eral law as authorizing the establishment of a system of national identi-
28       fication numbers and national identification cards for medical purposes;
29       and
30             Be it further resolved: That the Legislature of the State of Kansas
31       strongly urges the Congress of the United States to prohibit the use of
32       the social security number as a basis for establishing a system of national
33       identification numbers and national identification cards for medical pur-
34       poses; and
35             Be it further resolved: That the Secretary of State is directed to send
36       enrolled copies of this resolution to each member of the Kansas Con-
37       gressional Delegation.
