9 AN ACT making and concerning appropriations for the fiscal year ending
10 June 30, 2000, for the department of transportation; relating to a com-
11 muter rail system demonstration project; authorizing certain transfers
12 and imposing certain restrictions and limitations, and directing or au-
13 thorizing certain receipts and disbursements and acts incidental to the
14 foregoing.

16 Be it enacted by the Legislature of the State of Kansas:
17 Section 1. (a) For the fiscal year ending June 30, 2000, appropriations
18 are hereby made, restrictions and limitations are hereby imposed, and
19 transfers, fees, receipts, disbursements and acts incidental to the fore-
20 going are hereby directed or authorized as provided in this act.

DEPARTMENT OF TRANSPORTATION
23 (a) There is appropriated for the above agency from the state general
24 fund the following:

Commuter rail system demonstration project
$3,000,000
26 Provided, That all expenditures from the commuter rail system demonstration project ac-
27 count shall be for a grant for Johnson county for a demonstration project to develop and
28 operate a commuter rail system in accordance with contracts which are hereby authorized
29 to be entered into by the secretary of transportation and the board of commissioners of
30 Johnson county, one or more railroad companies, local governments and other appropriate
31 entities for this purpose: Provided further, That all expenditures from this account shall be
32 in accordance with a multi-year commuter rail system proposal which includes provisions
33 for matching federal grants and other moneys and which has been developed by the board
34 of commissioners of Johnson county in conjunction with one or more railroad companies
35 and appropriate local governments and other entities.
36 Sec. 3. This act shall take effect and be in force from and after July 1,
37 1999, or the date upon which the omnibus reconciliation spending limit
38 bill of 1999 becomes effective, whichever is later, and its publication in
39 the statute book.
