  9             AN  ACT concerning school districts; authorizing adoption by boards of
10             education of teacher reimbursement plans; providing state aid to
11             school districts which adopt such plans.

13       Be it enacted by the Legislature of the State of Kansas:
14             Section  1. (a) The board of education of every school district may
15       develop and adopt a teacher reimbursement plan under which classroom
16       teachers may be reimbursed for amounts such teachers have expended
17       of their personal moneys for the payment of expenses for attendance at
18       an accredited teacher education institution in order to earn the profes-
19       sional development points for college credit or to complete the college
20       credit hours in an approved teacher education program required for cer-
21       tification renewal purposes. Any such plan shall provide a procedure un-
22       der which the board may receive, consider and evaluate applications of
23       teachers for reimbursement. Any application submitted to the board by
24       a teacher for reimbursement shall be made in writing upon a form pro-
25       vided by the board. The form shall include the name of the teacher mak-
26       ing the application, a statement itemizing the expenses incurred for at-
27       tendance at the teacher education institution and the amount expended.
28       The board shall consider each application for reimbursement as soon as
29       practicable after the application is submitted. The board shall make de-
30       termination of all applications submitted by teachers and may authorize
31       payment of an amount of reimbursement to each teacher that is equal to
32       the amount expended by the teacher for payment of the expenses in-
33       curred for attendance at a teacher education institution. For the purposes
34       of this section, expenses for attendance at a teacher education institution
35       includes the costs of tuition, fees, books and supplies.
36             (b) Each board of education which has adopted a teacher reimburse-
37       ment plan in accordance with the provisions of subsection (a) may file an
38       application with the state board of education for state aid and shall certify
39       to the state board the amount of actual expenses incurred by the school
40       district for effectuation of the plan. The application and certification shall
41       be on a form prescribed and furnished by the state board, shall contain
42       such information as the state board shall require and shall be filed at the
43       time specified by the state board. Approval by the state board of the

  1       application is prerequisite to payment of state aid under this section to
  2       any board.
  3             (c) In each school year, each school district, in which there is in effect
  4       a teacher reimbursement plan, is entitled to receive from appropriations
  5       therefor an amount which is equal to the amount certified to the state
  6       board in accordance with the provisions of subsection (b). The state board
  7       shall certify to the director of accounts and reports the amount due each
  8       school district. The director of accounts and reports shall draw warrants
  9       on the state treasurer payable to the treasurer of each school district
10       entitled to payment under this section upon vouchers approved by the
11       state board.
12             (d) Moneys received by a board of education under this section shall
13       be deposited in the general fund of the school district. Moneys deposited
14       in the general fund of the school district under this subsection shall be
15       considered reimbursements to the district for the purpose of the school
16       district finance and quality performance act and may be expended
17       whether the same have been budgeted or not.
18        Sec.  2. This act shall take effect and be in force from and after its
19       publication in the statute book.
