  9             AN  ACT concerning children; amending K.S.A. 1998 Supp. 38-1591 and
10             repealing the existing section.

12       Be it enacted by the Legislature of the State of Kansas:
13             Section  1. K.S.A. 1998 Supp. 38-1591 is hereby amended to read as
14       follows: 38-1591. (a) An appeal may be taken by any interested party from
15       any adjudication, disposition, termination of parental rights or order of
16       temporary custody in any proceedings pursuant to this code.
17             (b) An appeal from an order entered by a district magistrate judge
18       shall be to a district judge. The appeal shall be heard within 30 days from
19       the date the notice of appeal is filed. If no record was made of the pro-
20       ceedings, the trial shall be de novo.
21             (c) Procedure on appeal shall be governed by article 21 of chapter
22       60 of the Kansas Statutes Annotated.
23             (d) Notwithstanding any other provision of law to the contrary, ap-
24       peals under this section shall have priority over all other cases.
25             (e) Every notice of appeal, docketing statement and brief shall be ver-
26       ified by the interested party. Failure to have the required verification shall
27       result in the dismissal of the appeal.  
28       Sec.  2. K.S.A. 1998 Supp. 38-1591 is hereby repealed.
29        Sec.  3. This act shall take effect and be in force from and after its
30       publication in the statute book.
