SENATE RESOLUTION No. 1857
A Resolution congratulating and commending the surviving Kansas real sons and daughters of Civil War union soldiers.

    WHEREAS, There are two surviving real sons and two surviving real daughters of Civil
War union soldiers living in Kansas at the present time. They are:

    Victor E. Tullar, of Beloit, whose father, Private Charles Melanzton Tullar, Company F,
130th New York Volunteer Infantry, homesteaded in Jewell County, Kansas, after the war;

    Lesco Wade, Jr., of Newton, whose father, Lesco Wade, Sr. was born in Alabama and
as a freed slave served in the union army;

    Lida Crosby, of Hutchinson, whose father, Private Arthur Barnard, Company D, 6th
Kansas Cavalry, enlisted at Trading Post, Kansas (near Toronto);

    Zelma Strader, of Argonia, whose father, Private James Monroe Fulton, Company F,
28th Illinois Volunteer Infantry, enlisted in Eathan, Illinois, and homesteaded near Argonia
after the war; and

    WHEREAS, These four surviving real sons and daughters of Civil War union soldiers
will be honored at Beloit on April 25, 1998, at the annual department conventions of the
Department of Kansas, Sons of Union Veterans of the Civil War and the Department of
Kansas, Ladies of the Grand Army of the Republic. In conjunction with the annual de-
partment conventions will be a rededication ceremony for the ``Soldier's Square'' located
in the Elmwood Cemetery in Beloit. Soldier's Square is the original Grand Army of the
Republic Post burial grounds and is located at the main entrance to the cemetery. Primarily
through the personal efforts of Dean K. Speaks, Commander, Department of Kansas, Sons
of Union Veterans of the Civil War, the square has been restored including patios and park
benches for a memorial park setting as well as both raised and ground level planter beds.
It is anticipated that the ceremony will be attended by many national dignataries of the
Allied Orders of the Grand Army of the Republic as well as a large gathering of people
from Kansas and the nation. The day's activities will be capped with a banquet in the
evening; and

    WHEREAS, The service of those who answered the call of the Union in its struggle
with the issues of cessation and slavery will be forever noteworthy; further, it is fitting to
rededicate the hallowed ground in which they lie and to recognize those few bodily sur-
vivors of these Kansas union veterans of the Civil War: Now, therefore,

    Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
the surviving Kansas real sons and daughters of Civil War union soldiers; and

    Be it further resolved: That the Secretary of the Senate be directed to provide five
enrolled copies of this resolution to Senator Lee.
