SENATE RESOLUTION No. 1805

      A Resolution congratulating and commending Command Sergeant Major James L. Skalitzky.

    WHEREAS, Command Sergeant Major (CSM) James L. Skalitzky, of Shawnee, is re-
tiring from the Army National Guard on March 25, 1998, after over 26 years of service;
and

    WHEREAS, CSM James L. Skalitzky was appointed Command Sergeant Major for the
LaVern E. Weber, National Guard, Professional Education Center, Camp Joseph T. Rob-
inson, North Little Rock, Arkansas, on March 18, 1996. CSM Skalitzky was previously
assigned to Headquarters, U.S. Army Field Artillery Training Center, Fort Sill, Oklahoma;
and

    WHEREAS, CSM Skalitzky began his military service in the U.S. Army in August 1965.
He was discharged from the enlisted ranks to accept appointment to Warrant Officer in
June 1969. After discharge from the Active Army, he joined the Kansas Army National
Guard. He has served in a variety of assignments including NCOIC, Artillery Battalion
Fire Direction Control Center; Battalion Security and Intelligence NCO; Senior Instructor/
Writer and Chief, Training Development and Retention Divisions; Army National Guard
Recruiting and Retention Department; Enlisted Training Coordinator; and Task Force
FAST SGM, Office of the Deputy Chief of Staff-Training, Headquarters TRADOC; and
Senior Army National Guard Training Center Liaison NCO and Command Sergeant Major
2nd Battalion, 80th Field Artillery, Ft. Sill, Oklahoma; and

    WHEREAS, CSM Skalitzky's awards and decorations include the Bronze Star Medal,
Purple Heart, Meritorious Service Medal with three Oak Leaf Clusters, Army Commen-
dation Medal with Oak Leaf Cluster, Army Achievement Medal with Oak Leaf Clusters,
Good Conduct Medal, fifth award, National Defense Medal, Vietnam Service Medal with
six Campaign stars, NCO Professional Development Ribbon with Numeral 4, Army Service
Ribbon, Overseas Ribbon, second award, Republic of Vietnam Cross of Gallantry with
Palm and Vietnam Civil Actions Medal First Class. He has also been inducted into the
Honorable Order of Saint Barbara.

    WHEREAS, CSM Skalitzky's long and faithful service in the defense of his country has
been accomplished through considerable personal sacrifice by him and his family and re-
flects great credit upon himself, his state and his country; and

    WHEREAS, CSM Skalitzky is married to the former Grace Hafner; they currently re-
side in Sherwood, Arkansas. They have two daughters, Christina Cooper and Diana Skal-
itzky: Now, therefore,

    Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
Command Sergeant Major Skalitzky upon his retirement from distinguished military serv-
ice; and

    Be it further resolved: That the Secretary of the Senate be directed to send an enrolled
copy of this resolution to the Commander, LaVern Weber National Guard Professional
Education Center, Attn: MSG Frank M. Sebastino, Post Office Box 797, North Little Rock,
Arkansas 72115-0797.
