            9             AN ACT concerning the budget law for municipalities and other taxing
10             subdivisions; relating to budget and expenditure information of school
11             districts; amending K.S.A. 79-2927 and repealing the existing section.

13       Be it enacted by the Legislature of the State of Kansas:
14           Section 1. K.S.A. 79-2927 is hereby amended to read as follows:
15       79-2927. (a) The governing body of each taxing subdivision or munici-
16       pality shall meet not later than the first day of August of each year, and
17       shall prepare in writing on forms furnished by the director of accounts
18       and reports a budget itemized and classified by funds and showing
19       amounts to be raised by taxation and from other sources for the ensuing
20       budget year. The budget shall show in parallel columns all amounts and
21       items to be expended for the ensuing budget year and the amounts ap-
22       propriated for corresponding or other items during the current budget
23       year and amounts expended for corresponding or other items during the
24       preceding budget year. The budget for each fund shall not include any
25       item for sundry or miscellaneous purposes in excess of 10% of the total.
26       Except for school districts, municipal universities and community col-
27       leges, the budget for each fund may include a non-appropriated balance
28       of not to exceed 5% of the total of each fund.
29           (b) The budget shall show in parallel columns the amount of revenue
30       actually received from taxation and from other sources, with the amount
31       from each source separately stated for the preceding budget year and the
32       amount actually received and estimated to be received from taxation and
33       from sources other than direct taxation with the amount for each source
34       separately stated for the current budget year and also the amount esti-
35       mated to be received during the ensuing budget year, with the amount
36       estimated to be received from each source separately stated. The budget
37       of expenditures for each fund shall balance with the budget of revenues
38       for such fund and that portion of the budget of revenues to be derived
39       from ad valorem property taxation shall not exceed the amount of tax
40       which can be raised by any fund limit or aggregate limit placed upon such
41       fund.
42           (c) In addition to other budget and expenditure information required
43       to be prepared and submitted, the budget prepared by each school district

  1       shall include a chart setting forth all amounts and items of expenditures
  2       of federal funds and all public or private grants and gifts for the two
  3       preceding budget years. The chart shall set forth such information in the
  4       categories and form prescribed by the state board of education.
  5           Sec. 2. K.S.A. 79-2927 is hereby repealed.
  6           Sec. 3. This act shall take effect and be in force from and after its
  7       publication in the statute book.
